- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Plasma SprayEnvironmental Barrier Coating Powders Statement of Work and Specifications:The Salient features for Plasma reacted HfO2, Rare Earth Oxide and Silicate Alloy ThermalSpray powders for Environmental Barrier Coating applications:Plasma Sprayed (APS) and Plasma Spray-Physical Vapor Deposition (PS-PVD) powders for thedevelopment of environmental barrier coatings and using for mechanical and environmentaltests of coated CMCs under NASA Environmentally Responsible Aviation (ERA) CMC combustorproject.The coating powders shall include three powder (3) compositions and total four (4)powders, i.e., Air Plasma Spray (APS) and plasma sprayed physical vapor deposition(PS-PVD). The powders were previously developed at Sulzer..(1)25 lbs AE 9861C: Yttrium - Gadolinium - Ytterbium-HfO2 Silicate(2)25 lbs AE 9886C:Ytterbium Mono-Silicate APS Cut(3)25 lbs AE 9886: Ytterbium Mono-Silicate PS-PVD Cut(4)25 lbs 9830C: HfO2Each powder composition shall have 25 pound minimum manufactured. Additional off sizepowders will be held for future NASA development. The particle size for the APS coating applications shall have a particle sizedistribution of nominal -140/+325 mesh. Some size distribution variations for the APSpowders may be acceptable to improved powder yields.The particle size for PS-PVD coating applications shall have a particle size distributionof nominal -400 mesh +5 micron. The powders shall be optimized in size and minimizing thelarger size powders for the high enthalpy plasma vapor deposition in very low pressureapproximately at 1 torr vacuum.The powder manufacturing method shall be plasma densification for 'homogenization' toensure the compound powder phase specifications.All powders shall be characterized with available techniques to verify the density,Composition, phase, and sizes. The provisions and clauses in the RFQ are those in effect through FAC 2005-53 http://nais.nasa.gov/far/. The NAICS Code and the small business size standard for this procurement are 332117, 500 respectively. The offeror shall state in their offer their size status for thisprocurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GLENN RESEARCH CENTER, 21000 BROOKPARK ROAD, BLDG 21 RECEIVING,CLEVELAND OHIO 44135-3191 is required. Delivery shall be FOB Destination.
