- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Digital TV Guide Desc: This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is full and open competition. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05. The SIC code is 7030; NAICS code 511210 with a business size standard of $25 million. CLIN 0001 - 2,600 Interactive Program Guide (IPG) software licenses for non-DVR cable set top boxes. CLIN 0002 - 100 IPG software licenses for DVR cable set top boxes. CLIN 1001 - Option Year One - 2,600 Interactive Program Guide (IPG) software licenses for non-DVR cable set top boxes CLIN 1002- Option Year One - 100 IPG software licenses for DVR cable set top boxes. CLIN 2001 - Option Year Two - 2,600 Interactive Program Guide (IPG) software licenses for non-DVR cable set top boxes CLIN 2002 - Option Year Two - 100 IPG software licenses for DVR cable set top boxes. CLIN 3001 - Option Year Three - 2,600 Interactive Program Guide (IPG) software licenses for non-DVR cable set top boxes. CLIN 3002 - Option Year Three - 100 IPG software licenses for DVR cable set top boxes. Aptiv Digital "Passport 30.54" and "Passport Echo 30.58" software platforms provide the graphic user interface (GUI) for the interactive program guide in both standard and high definition broadcasting. These software packages reside in the digital access controller (DAC). The DAC down loads a portion of the software package or "middleware" onto each customer's cable converter box. The DAC is the central control system for all the cable television operations. The DAC communicates with three different models of cable converter boxes (DCT 700/2000/6412) using Motorola's DAC 4.0 software. This software provides the functional compatibility to incorporate the various hardware components in the headend and DAC with each cable converter box. The Aptiv Digital Passport, Passport Echo, and Motorola DAC 4.0 utilize conditional access codes to interface with the video on demand (VOD). The SeaChange International VOD uses Axiom Core/Mod App/Data Warehouse software along with Vodlink Platform and Developer Suite software to record, store and recall video real -time video streams. Must be Commercial-of-the Shelf (COTS) product. Inspection and acceptance is by the Government at the Government site. FOB destination to the Pentagon and the alternate site. Required delivery is 7 days after receipt of order. Anticipated award date is 26 August 2011. Period of performance will be date of award through 25 August 2012, plus two (2) option years. To be procured and evaluated under Simplified Acquisition Procedures (FAR 13.106-2). Software must be compatible with equipment already installed at the Government sites. The submittals will be evaluated on a Low Price Technically Acceptable (LPTA) basis. Factors to be evaluated are: 1.Compliance with solicitation requirements; 2. Technical Excellence: sub-factors a). IPG Interoperability with the following: compatible with i. SeaChange International VOD utilizing Axiom Core/Mod App/Data Warehouse and Vodlink Platfonn and Developer Suite ii. Motorola DAC 6000 V4.0 iii. Motorola Digital Control Terminal (DCT) 700 and 2000 iv. Motorola (DCX) 3200 HD receiver, v. advanced Motorola DCT 6412 with DVR and dual turner function; and b) meeting of specification requirements: i. must display graphical user interface (GUI) on screen, ii.acceptance of terms and conditions imposed by Government cable television, iii. fully support digital standard and high definition broadcast signals, iv display channel number and program theme, v display program information, vi provide ability to select program from guide, vii search for programs using remote control and on-screen keyboard, viii provide on-demand programming option for existing VOD, ix accept third party meta data via third party integration, x provide functional DVR control to set up and tear down record sessions; and 3. Price. Price will be evaluated on the total price including option years. All evaluation factors, other than cost or price, when combined, are approximately equal to cost or price.
