MODIFICATION #0002 IS ISSUED TO CLARIFY THE EVALUATION FACTORS FOR AWARD. This is a Presolicitation Notice/Procurement for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation will be available at http://ideasec.nbc.gov on or about August 31, 2011. Search by referencing solicitation number P11PS82778, National Park Service, Department of Interior. NAICS code: 561499. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED, AND TELEPHONE REQUESTS OR FAX REQUESTS WILL NOT BE ACCEPTED. Quotes will be due October 14, 2011, by 2 PM (PT). Notifications of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov. The National Park Service, Death Valley National Park, has identified a need for an Automated Fee Collection System as outlined below. The Government intends to enter into a firm fixed price contract to provide fee collection services for Death Valley National Park for the period OF THREE BASE YEARS beginning approximately December 1, 2011 through November 30, 2014 with 2 one-year options. The proposed value of this contract, per year, is $200,000-400,000. DESCRIPTION OF CONTRACT:A fixed price solicitation (RFQ) will be put out for bid on a full turn-key automated fee machine operation within Death Valley National Park. The contractor's operations are to supplement the current National Park Service Fee Revenue Program by providing visitors additional opportunities to pay their fees and provide after hours collection points. The contract will be for 15-16 automated fee machines to be placed at various points throughout the park to collect entrance and campground fees. All revenues collected will be deposited directly into a National Park Service bank account. This is a remote location with extreme weather conditions. The automated fee machines will need to have the ability to operate on solar and satellite connectivity at various locations to provide for credit card collections. Collecting certain entrance and recreation use fees and law enforcement operations will remain the responsibility of the Government. Technical: 1) Past performance work on similar services for a Federal Government Agency2) Experience working in remote areas. EVALUATION FACTORS FOR AWARD: The Government will award the contract to the responsible Offeror whose proposal will be most advantageous to the Government, based on Technical Evaluation and Price. Technical is more highly rated than price; as the technical becomes equal, the more important price becomes.Price equals the percentage the government is paying; for bidding purposes = basing monthly revenues at $100,000; the lowest percentage offered will receive the highest rating. The percentage paid may not exceed 18%. Proposal Evaluation Criteria / Factors: -Demonstrated capability of the contractor as indicated by qualifications, performance, experience of contractor and of key personnel. -Contractor's proposed strategies and methods for meeting the Statement of Objectives. Technical: 1) Past performance References must be for similar work that is of a similar complexity & magnitude and the work was conducted for a Government Agency (i.e. Federal, State, or Local) to be considered relevant. (Provide 3 - 6 References) 2) Past Experience working in remote areas. (Provide 3 - 6 References) The Government reserves the right to cancel this solicitation. End of Announcement.
