- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The DLA Headquarters Annex Building (DTRC 2462A), located at 8725 John J. Kingman Road, Fort Belvoir, VA has a requirement to upgrade existing boilers to High Efficiency Condensing Boilers. The DLA Contracting Services Office at Fort Belvoir, Virginia is currently seeking interested Mechanical Contractors with specific experience as follows: This project is a design and build. The contractor shall be responsible of removing, designing, and replacing two (2) existing low efficiency 125 horse power boilers located at the Defense Logistics Agency Headquarters to high efficiency condensing boilers as recommended by the Government Energy Consultant firm. The replacement boiler(s) must be at least 85% efficiency rating. The new boiler system must be designed by a certified, licensed Mechanical Engineer. The boilers shall be integrated and controlled through the current Building Automation System (BAS) system. The design must be approved by the Government representative(s). QUALIFICATIONS: 1. The contractor interested shall provide proof of specific experience in mechanical design, repair and installation to at least the size and magnitude as stated above; 2. The contractor shall provide proof of a licensed PE Mechanical Engineer, licensed HVAC, pipe fitters, welders and all other applicable licenses needed to design and build boilers; and 3. The contractor shall prove to be a reputable firm with a minimum of five references to the specific experience in designing and building boilers. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential businesses prior to determining the method of acquisition and issuance of a solicitation. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single spaced, 12 point font minimum, front side only) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar size, scope and complexity within the last five years, including contract number, complexity, indication of whether work was performed as a prime or subcontractor, contract value, Government/ Agency point of contact and a current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company profile to include the number of employees, office location(s), available bonding capacity in excess of $5,000,000 per contract, DUNS number, CAGE Code, and statement regarding small business designation and status. (3) Company shall proof of licensed PE Mechanical Engineer, licensed HVAC, pipe fitters, welders and all other applicable licenses needed to design and build boilers. (4) Interested firms shall provide the NAICS codes under which they are registered and business size. A site visit is scheduled for Wednesday, August 24th at 10:00 a.m. EST.
