Description
STATEMENT OF WORK COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) and the solicitation number is SP4705-11-R-0021. No formal solicitation will be issued. Review the attached Statement of Work for more details. This solicitation is issued as 100% set-aside for small business concerns. The NAIC code is 541513 and the size standard is $25,000,000.00. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-43 effective 02 AUG 2010, Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Logistics Acquisition Directive (DLAD) current to Revision 5 and Proc Ltr 2010-33. The complete text of any of the clauses and provisions are available electronically from the following site: http://www.farsite.hill.af.mil. The DLA Contracting Services Office intends to procure acquisition on behalf of the National Defense University (NDU) to provide online support services for National Defense University (NDU) located in Washington, D.C. Contract Line items: 0001 -Online Support Services 0002- Travel Description of Requirements: The contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort. (4) Technical Proposal: Provide a written narrative that describes your technical qualifications and addresses your ability to meet the requirements set forth in the Performance Work Statement. Proof of any certifications mentioned within the resume must be included in the technical proposal for the person being proposed to perform the required services. (10) Past Performance: Offers shall include the resume of the person(s) proposed to provide the required services as within the Performance Work Statement. For past performance references provide the current points of contact information, identify any government contract number, type of services provided, a description of the services provided, and number of years services provided. If applicable, offers must also meet the requirements of FAR 52.211-6 Brand Name or Equal. (2) Price: For offers which meet all other evaluation factors, award will be made to the low offeror based on price. The resulting contract will be firm-fixed price. The period of performance will be for one twelve (12) month period. The Government will make award to the responsible offeror who has the lowest price and is technically acceptable. Kingman Road, Room 1145 (delivery), Suite 0119 (mail) Fort Belvoir VA 22060-6220 If the Offeror chooses to hand carry the proposal or send it via courier service, the Offeror assumes full responsibility for ensuring that the offer is received at the location by the required time. All offers must be sealed in the format that is conducive for mailing and fully identified on the sealed envelope. Please note that there are no provisions for acceptance of late offers sent by overnight courier service (except by the United States Postal Service), regardless of the date of mailing. The Offeror is hereby notified that the building address stated above is a secure facility. Only uniformed couriers such as Federal Express, DHL, etc, will be allowed access. All other couriers are required to leave packages at the receiving dock for delivery to the recipient by the Government interdepartmental mail service. DLA employees will not be held responsible for picking up packages delivered to the lobby or loading docks of the DLA Headquarters Complex. The Government requires Technical / Past Performance/ Price volumes be included in the Offeror's proposal. Each volume of the proposal shall be bound in a separate binder of minimum size to contain the appropriate information. A binder cover sheet shall be affixed to the outer cover of each volume, which clearly identifies each volume (volume number and name), original or copy number (i.e. copy 1 of 4), the RFP number, date of submission, and Offeror name. Tab indexing shall be used to identify all sections within a particular proposal volume, if applicable. There shall be no writing on the tab index page. Index pages should only be used to identify sections. One copy of the technical proposal shall not identify the contractor's name. In such copy, all reference to the vendor must be redacted. Offerors should be advised that the quality of the proposal and compliance to the RFP requirements and/or restrictions are considered reflective of the manner in which the Offeror could be expected to conduct the work required by the solicitation. These matters will be given due consideration throughout the evaluation process. All proposals submitted must have an acceptance period of no less than ninety (90) days. L.3 PROPOSAL FORMAT/PROPOSAL SUBMISSION: L.3.1 PROPOSAL FORMAT A. General Format: In an effort to conduct an expedited yet comprehensive evaluation of all submittals, proposals must be submitted in accordance with the format described below. Any departure from this format may result in the rejection of the proposal. All requests for information in sections of this solicitation must be furnished with responses that are succinct. However, the Offeror must be certain to provide sufficient information necessary for Government comprehension of the proposal. Offerors shall address every item, Government terms and conditions and demonstrate its ability to comply with the solicitation requirements in their proposal. The Offerors written response to each item should provide the most detailed explanation possible as to how the Offeror intends to furnish the services required. Proposals shall be submitted in three (3) volumes. Offerors must submit one original and three (3) copies of each volume as follows: Technical - Volume I (1) Plan of Action and Statement of Understanding a. Proposed plan of action for performance of the required work is comprehensive, implementable and creative in meeting the requirements of the scope of work. b. Statement of understanding is consistent with the SOW and demonstrates understanding of the work required under the contract. Contractor shall provide a capability statement. (2) Personnel Staffing / Production Capabilities a. Professional qualifications, experience and capabilities of personnel in essential aspects of the project. Resumes of individuals with web creation experience, particularly with Understanding of Drupal Content Construction Kit and other core Drupal elements and modules as well as JLLIS elements and modules. Individuals shall have experience with HTML, CSS, basic JavaScript, and other emerging web technologies and languages such as HTML5 as well as understanding of the basics of server-side scripting languages such as PHP. b. Demonstrated thorough understanding of web development in a Defense environment and knowledge of the federal budget process. c. Proposed personnel to hold SECRET clearance. (3) Management Plan / Quality Control a. An effective project management plan and structure for performance of the work is presented in the proposal. b. The Quality Control provides adequate measure to ensure quality and timeliness. Management of subcontracted effort, if applicable, is well planned and described. *Resumes should reflect all technical requirements in the Statement of Work Past Performance - Volume II This section shall be a concise synopsis of work performed by the Offeror for clients of the same scope and complexity as the present Government requirement. a. Prior experience in performing work related to web development and maintenance of SPAWAR-based online systems, as well as experience with JLLIS. (1) Meeting expectations of project managers. (2) Successful completion of web sites, or oversight of web creation. (3) Successfully maintain web sites in a secure state. (4) Completing projects on time and in budget. b. Proposal clearly documents the technical capacity of the organization to perform the required work. Contractor's are to provide resumes showing previous work history. Price - Volume III: To assist the Government in determining cost reasonableness/realism for this effort, it is required that you provide enough detailed cost information with your offer to make this determination. In preparing your cost proposal for the Fixed-Price of the contract it is essential that you break-out and identify separately for each CLIN.
