Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, New Jersey, 07724, intends to enter into a contract on the basis of other than full and open competition in support of the VA's "Clinic-in-Hand" effort. The TAC intends to award a sole source, one (1) year, Firm-Fixed-Price (FFP) contract to Agilex Technologies, Inc. (Agilex), 5155 Parkstone Drive, Chantilly, Virgina 20151-3812, pursuant to the authority of 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The "Clinic-in-Hand" effort is intended to establish VA's first patient-facing mobile health application that is integrated with the Veterans Health Information Systems and Technology Architecture (VistA) systems Electronic Health Record. The "Clinic-in-Hand" effort will build on the iHealth Adapter capability which facilitates the extraction of health data from VistA systems. "Clinic-in-Hand" applications will extract key medical information from VistA systems via the iHealth Adapter and disseminate that information to homebound Veterans and their caregivers through applications built to run on mobile devices. The "Clinic-in-Hand" effort will expand the iHealth Adapter data interfaces beyond the current patient record extracts currently under development, create mobile health care applications, procure mobile devices for data display and patient interaction, populate those devices with extracted health data, and provide the customized devices to the initial test population of fully disabled Veterans and Veteran caregivers. These applications are intended to improve communication and the flow of medical data for fully disabled Veterans and Veteran caregivers, while relieving them of the difficult task of transportation to and from VA facilities. The North American Industrial Classification (NAICS) for this effort is 541511 with a corresponding small business size standard of $25M average annual revenue. The estimated date of award for this action is September 30, 2011. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
