Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to National Congress of American Indians of the United States and Alaska Inc. to create a web-based resource guide about genetics/genomics research for American Indian/Alaska Native (AI/AN) individuals and communities. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), mission is focused on broad range of studies aimed at understanding the structure and function of the human genome and its role in health, disease, and society and its translation to health care. Period of Performance : Twelve (12) Months. Background: The NHGRI currently has a need to create a genetic and genomic research web-based resource that can be a directional guide for both Native American communities and research communities, to ensure that genetic research proceeds in the right way by the very communities it seeks to reach. Access for underrepresented minority groups including American Indians and Alaska Natives to the benefits of genomic research for improving health is crucial. NHGRI continues to develop and organize different approaches to help underrepresented communities and the general public understand both the science and the implications of genomic research. Genomics research may have a role in informing the understanding of population differences in disease distribution, treatment response and the influence of gene-environment interaction and epigenomics on disease and health. Although the results of most genomic studies will apply broadly, it is important to identify any specific genetic factors that may be associated with disparate disease risk, incidence, or severity among population groups. Barriers to obtaining the benefits of genomics need to be identified and addressed. It will be important to recognize and understand how genomics researchers and research participants shape research outcomes. Many group-based social identities, most notably those reflecting race, ethnicity and nationality, include ancestry and morphology as bases of categorization. Progress in interrogating the interactions among multiple genetic, environmental and social factors promises to provide more accurate predictions of disease risk and treatment response. Specific Aims of Project : The overall goal of this project is to create a web-based resource guide about genetics/genomics research for American Indian/Alaska Native (AI/AN) individuals and communities. The aims of the resource will be to: (1) Provide AI/AN individuals and communities with basic information and define terminology related to genetics technologies and genetics research studies. (2) Assist AI/AN individuals and communities in making informed decisions about genetics research participation by discussing related considerations, such as potential risks and benefits of genetics studies. (3) Equip AI/AN communities to be equal partners in genetics research studies and to effectively regulate genetics research conducted on their lands. (4) Provide AI/AN communities with the information and tools they need related to the above three aims, which could include, but are not limited to, educational materials about genetics generally and genetics/genomics research specifically, existing federal and tribal data sharing policies, model research contracts, tribal research codes, sets of questions to ask related to genetics research, an ethics framework for tribes, and other documents. Objectives: NHGRI seeks an organization to serve as the developer of a web-based resource guide about genetics/genomics research AI/AN communities. The resource should provide users with: • A Genetics 101 i.e., basic definitions of genetics research. • Up-to-date webpage(s) on how tribes are currently engaging with genetics research. • A short question and answer section about genetics research for tribal leaders. • Information on the use of genetic testing for determining tribal membership. In addition, the site should contain additional content about : • Tribal research review processes. • Cultural norms in tribal communities. • Guidance on data control/data sharing with AI/AN communities, including model research agreements. • Information about the use of genetic testing for determining tribal membership and the interaction between genetic and environmental factors (e.g., historical challenges faced by AI/AN communities) in the determination of health outcomes. Project Tasks : (1) Creation of summary tools for tribal leaders. These tools should summarize documents that link to longer, more detailed sections of the website. (2) Development of a section of the website for researchers. This section should include the primer for researchers on working with AI/AN communities. (3) Composure of paper on the use of genetic testing for determining tribal citizenship. A short white paper should be developed that explains the different types of genetic testing that are being used, or could be used, in the determination of tribal citizenship. (4) Peer review of website relevant materials. (5) Consultation with tribal leaders and tribal citizens throughout the project's development. (6) Development of a final web-based genomics research resource guide. Deliverables: Deliverables: List of key personnel who will be participating on the project, including specific roles and tasks; • Estimated timeline; • Proposed budget; • Completed web-based genomics resource guide for AI/AN communities; • Directory of educational materials related to genetics research; and • Ethics framework for tribal decision making about genetics/genomics research participation. Industry Classification (NAICS) Code is 611710, Educational Support Services, with size standard of $7.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by August 23, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
