Description
The Environmental Protection Agency (EPA) intends to award a (6) month term extension to contract EP-D-06-115 with ICF International, Inc on a sole source basis pursuant to Federal Acquisition Regulation (FAR) subpart 6.302-1(a)(2) which implements 41 U.S.C. 253(c)(1) - "only one responsible source and no other supplies or services will satisfy agency requirements". Since 2006, ICF has provided support to the EPA Office of Air and Radiation, Office of Air Quality Planning and Standards (OAQPS)for risk assessment activities associated with the standards development under the authority of the Clean Air Act, including section 112(d), 112(k) and 112(f). It would take substantial duplication of time and money for another contractor to provide the service that would meet this requirement and the cost are not expected to be recovered through competition. This contract supports risk assessment activities associated with national, regional, and community based initiatives on multi-media and cumulative risks; National Air Toxics Assessments; and education and outreach on health risks associated with standards development. Any interruption of this support poses a significant risk of missing statutory and court-ordered deadlines. Currently, Option Period IV of contract EP-D-06-115 expires on September 28, 2011. A follow-on competitive procurement is in process; however, it will not be awarded before contract EP-D-06-115 expires. It is essential that court ordered deadlines in support of NAAQS, NSPS and NESHAP projects be met. Missing deadlines will result in a delay in completing standards which would increase the public's exposure to harmful toxic air pollutants. The proposed extension of this contract is to provide support for risk assessment activities associated with national, regional, and community based initiatives on multi-media and cumulative risks; National Air Toxics Assessments; and education and outreach on health risks associated with standards development. Only ICF, through this contract, can supply the needed services within the time frame the Agency requires. A critically important fact is that the activities within these source categories are under court ordered deadlines and involved in litigation, which requires the Agency to proceed with the work in progress without interruption. No request for proposal is available and this notice is not a request for competitive proposals. Interested parties who believe that they are qualified to perform this effort within the time frames required by the Agency must submit a written narrative statement of capability within 15 days of this notice to: US EPA, ATTN: Natalia Fisher Jackson, RTP Procurement Operations Division, MD 105-02, Research Triangle Park, NC 27711 for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. If no affirmative responses are received within fifteen (15) days of this notice, the Government will proceed with the above mentioned six (6) month term extension of contract EP-D-06-115 with ICF International Incorporated.
