Description
The purpose of this Amendment (P00001) is to modify the following: 1). Replace Section 4.2, Industry Day, with the following text: An Industry Day will be held at 301 7th Street SW, Washington, DC on August 29, 2011 beginning at 12:00 pm (ET), ending at 1:30 pm (ET). Prospective Quoters are limited to only two representatives. Quoters must provide the names and contact information of the two representatives no later than 11:00 am ET on August 25, 2011 to: DNDOSESPSupport@hq.dhs.gov. 2). Replace Section 3.4.1, Support for Requirements Development, with the following text: GNDA requirements development enables a GNDA that (a) contributes to a robust, layered defense of the U.S. from illicit movement or hostile use of rad/nuc materials; (b) identifies and evaluates requirements, threats, vulnerabilities, and gaps across geographic layers (exterior, border, interior, and crosscutting) and transportation pathways (air, land, and sea) and (c) develops mitigation strategies. The contractor shall provide support for the requirements analysis that will help develop operational requirements for the GNDA. The contractor will assist the assessment of user needs and Concepts of Operation (CONOPS) to develop operational. The contractor will support Capabilities Based Assessments leading to development of Mission Needs Statements. The contractor will support development of program and capability development plans. The contractor will help maintain GNDA requirements traceability. The contractor shall provide services involving abstract or concept studies and analysis, requirements analysis and definition, and preliminary planning. The contractor will provide assistance for the evaluation of alternative technical approaches through participation in Analysis of Alternatives and identification associated costs for the development of a particular system, project, mission or activity. Upon selection of an alternative, the contractor will develop Operational Requirements Documents for selected systems. Typical associated tasks include, but are not limited to: supporting requirements analysis in the concept development process; assisting in algorithm review, development, assessment, and improvement; assisting software assessment and review; supporting cost-performance trade-off analysis; supporting feasibility analysis; providing support for ensuring regulatory compliance; assisting in developing criteria for the evaluation and selection from a range of viable options; supporting the system definition study to develop the conceptual design; and assisting in developing detailed functional and performance requirements and interface requirements. The contractor shall perform operational and physics modeling, analysis and trade studies to assist in the development of Analyses of Alternatives (AoAs) of competing detection systems and in designing scientifically defensible testing scenarios that establish the envelope of detector performance and capability. Modeling efforts may be conducted in coordination with the National Laboratories and other supporting organizations. The contractor shall tailor and utilize modeling and simulation tools and document analysis results. Typical associated modeling tasks include, but are not limited to, development and implementation of tailored modeling tools, support for Concept Feasibility Studies, CONOPs development, support to AoAs and trade studies, support for requirements development, projection of system design performance, test prediction analysis, and stream of commerce analysis. The contractor shall provide services supporting the analysis, planning and detailed design of all engineering specific logistics and support including material goods, personnel, and operational maintenance and repair of nuclear detection systems throughout their life cycles.
