Description
Combined Synopsis/Solicitation Attachment 1 (Staffing Change Report) in MS Word Format Pricing Grid in MS Word Format QASP in MS Word Format This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM35-11-Q-0001 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-53 dated August 4, 2011. The North American Industrial Classification System (NAICS) code is 541611, and the small business size standard is $7.0 million. This procurement is set-aside exclusively for small businesses to submit quotations. The Office of Personnel Management's (OPM) HealthCare & Insurance (HI) has administrative responsibilities with the Pre-existing Condition Insurance Plan (PCIP). PCIP is a new insurance program authorized by the Affordable Care Act (ACA) which began operations on July 1, 2010. PCIP provides subsidized health insurance to individuals who are unable to obtain health care because traditional insurers have rejected them because they have a pre-existing medical condition. HI has an interagency agreement with the Department of Health and Human Services (HHS) to oversee the day-to-day operations of the eligibility, enrollment and collection of premiums as administered by Department of Agriculture's National Finance Center (NFC). OPM is required to ensure internal controls implemented by PCIP are in compliance with OMB Circular A-123. Under the National Finance Center's (NFC) enrollment processes, individuals can contact a call center, submit a hard-copy application, or go online to enroll in the program. There are a number of eligibility criteria which NFC must verify prior to enrollment including verification with other agency systems that the applicants are U.S. Citizens, or if they are not U.S. Citizens, that they are legally present in the United States. Once NFC determines eligibility, a premium payment must be requested and received before the enrollment is approved and sent to the Government Employees Health Association (GEHA), which serves as the third-party administrator for this program. Current enrollment as of early February 2011 is only about 3,000, but HHS is coordinating aggressive outreach efforts in coming months that should increase enrollment. In support of the PCIP program, HI is seeking to ensure the eligibility and enrollment system is operating with accuracy and full accountability through an internal control review. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance shall be from date of award through February 29, 2012. Only e-mailed requests for additional information will be accepted at John.Dismond@opm.gov through 4:00 PM, EST, August 23, 2011. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), August 26, 2011. Quotations submitted in response to this notice shall: (1) be in two separate volumes (technical and pricing) and (2) include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. In accordance with Title 38, United States Code, Section 4212(d), the U.S. Department of Labor (DOL), Veterans' Employment and Training Service (VETS) collects and compiles data on the Federal Contractor Program Veterans' Employment Report (VETS-100 Report) from Federal contractors and subcontractors who receive Federal contracts that meet the threshold amount of $25,000 or more prior to December 1, 2003 or $100,000 on or after December 1, 2003. The VETS-100/100A reporting cycle begins annually on August 1 and ends September 30. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
