- N1023-11-0016 Market Survey and DRAFT Statement of Work The Commander, Military Sealift Command (MSC) seeks to perform a top-to-bottom review and assessment of the organization, operations, and the overall effectiveness and efficiency of the Military Sealift Fleet Support Command's CIVMAR Management Department. The Contractor shall highlight successes and make documented recommendations on areas that can and should be improved (e.g., operating procedures, manpower, onboard numbers, organization, and reporting chain). In this review and assessment, the Contractor will be required to assess the MSFSC CIVMAR Management Department's overall effectiveness in accomplishing its assigned mission and coordinating with MSC Headquarters (HQ) in three basic areas: (1) MSFSC CIVMAR Management Department's structure and manning, (2) management level, (3) Civilian Mariner (CIVMAR) assignment, training, career progression, and compensation. Included in this effort, the Contractor shall: (a) review the alignment with the core mission of MSFSC and MSC's overall mission; (b) use data the Contractor has from previous studies of like organizations to determine if the CIVMAR detailing function has the optimal manpower mix for mission requirements; (c) evaluate current shore staff and shipboard manning; (d) make recommendations for changes to manpower and manning; (e) review MSFSC internal policies for alignment to HQ policies, making recommendations as needed to align policies; (f) review the management structure for effectiveness and alignment with the HQ structure paying specific attention to duplicate efforts among staff; (g) review communications between MSFSC CIVMAR Management Department, HQ N1, and other MSFSC codes for effectiveness; (h) review MSFSC position descriptions against observed duties and assess if the duties in them align with MSC mission and adjusted to MSFSC expected performance; and (i) using data the Contractor has in its database from previous studies, review the effectiveness of MSFSC CIVMAR Management Department's management positions for effective performance and clear requirements. A draft Statement of Work has been provided detailing the specific tasks.
