- The North American Industry Classification Code (NAICS) for this procurement is 541330. The Port Hueneme Division, Naval Surface Warfare Center intends to issue a new Basic Ordering Agreement (BOA). on a sole source basis to Lockheed Martin Maritime Systems & Sensors, Tactical Systems, St. Paul Minnesota. The proposed BOA shall include the procurement of material and services in support of the AN/UYQ-70 equipment and other related equipment. This includes sub-assemblies, operating systems, and computers; provisions of spares, repair of components and assemblies; upgrade technical refresh kits including Integrated Logistics Support (ILS) product change development; production and installation; software maintenance and upgrades; equipment refurbishment; in-service engineering; field services and reliability engineering; failure analysis and redesign; commercial component; and obsolescence management to include: vendor monitoring, replacement qualification, testing, and ILS product updates. The proposed BOA is a follow-on to NAVSEA BOA N00024-05-G-5131 and will have an ordering period of 22 November 2011 through 21 November 2014. Orders will be awarded pursuant to U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin Maritime Systems & Sensors, Tactical Systems is the sole system integrator for the AN/UYQ-70 Systems and has significant and unique knowledge of the design and engineering processes of the systems as well as the technical data (including enclosure-unique configurations on multiple equipment deliveries) to support technical refresh development. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
