Description
The USGS, Pacific Coastal and Marine Science Center (PCMSC), has a requirement for services, non-personal, to provide all necessary personnel, management and materials, facilities and equipment, necessary to provide reports regarding the complex activity of numerical modeling of tsunami hydrodynamics, wave breaking, run-up, draw-down, inundation, and tsunami hazard assessment to senior USGS geologists and geophysicists on the effects and impacts of a significant trans-Pacific tsunami in southern California, in accordance with statement of work. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1), to University of Southern California (USC), Southern California Earthquake Center (SCEC), Los Angeles, CA. The Multihazards Demonstration Project (MHDP) of the USGS Southwest Region is conducting a tsunami scenario exercise focused on understanding the impacts of a significant trans-Pacific tsunami on southern California urban development and infrastructure. In coordination with the MHDP, the PCMSC of the Southwest Region is providing support to oversee tsunami modeling for the scenario exercise. The USGS MHDP Project goal is to increase societys resilience to natural hazards. The SCEC at the USC has the team that produced the California State tsunami inundation maps. In order to partner successfully with the State, the USGS PCMSC needs to have their reports consistent with the previous products, and therefore need to use the same tsunami modeling techniques and input data, which has already been successfully tested. For these reasons, the only known source that can provide the required services is the USC, SCEC. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Governments only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. Place of Performance: Menlo Park, CA This notice and any resulting contract or order conforms to the requirements in place through FAC 05-53 (effective 4 Aug, 2011).
