Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Utah State University to provide labor, equipment and supplies to collect ground-based lidar and rtkGPS data and develop specific sampling protocols for fusing ground-based lidar and rtkGPS data to map and quantify geomorphic changes to stream and riparian habitat that have occurred as a result of restoration activities that have occurred in the watershed. The contractor must also be able to provide detailed aerial photographs of the surveyed areas for the purposes of verifying the accuracy of the ground-based lidar and to relate geomorphic features identified in the ground-based lidar surveys to changes in vegetation types and hydrological conditions that have occurred since stream restoration took place. The contractor must be able to relate these changes in stream and geomorphology to changes in the abundance of salmonids (steelhead and Chinook salmon) that utilize this system. The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for a pre-restoration survey for comparison purposes. There are no other known providers of the required data to map and quantify geomorphic changes to stream and riparian habitat that have occurred as a result of restoration activities that have occurred in the watershed. Period of performance shall be from award through September 2013. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
