CONTACT POINTS: Chris Ganey Contract Specialist, (301) 975-6205 Todd Hill Contracting Officer, (301) 975-8802 DESCRIPTION: The National Institute of Standards and Technology (NIST) has a requirement for a Highspeed DMD Interface Module Development to be used in the Optical Technology Division at NIST, Gaithersburg, MD. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 (Effective 4 August11, 2011) 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Chris Ganey. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. In accordance with the non-manufacturer rule, the contractor shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. See FAR 19.102(f) for additional information. All offerors shall provide a quotation for the following line items: STATEMENT OF WORK: Minimum Requirements The system shall meet or exceed the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Line Item 0001: One (1) Highspeed DMD Interface Module Development High Speed DMD Interface Development 1. Shall consist of a system level design for a real time electronic interface controlling a DLi Discovery 3000 XGA resolution Digital Micromirror Device (DMD) from a personal computer (PC) running Windows 7. The PC is not part of this requirement. The DMD itself is not part of this requirement, as this is existing NIST-owned equipment. 2. The design shall provide for a high speed interface between the PC and DMD, through which the PC will continuously stream single-color grey scale XGA resolution video in real time, uninterrupted, for display on the DMD using pulse width modulation (PWM) with various user-configurable combinations of bit depth and frame rate including, at a minimum: a. 8 bits at the maximum D3000 PWM rate b. 6 bits at the maximum D3000 PWM rate c. 1 bit with the DMD mirrors continuously in the off state or continuously in the on state (0 Hz) 3. The design shall enable the user to reconfigure the bit depth and frame rate in software. 4. The design shall provide for triggering of the display of each frame of the video on the DMD in sync with a 1 bit digital trigger signal provided by the user. 5. The design shall separate the required electronics physically into a controller board module, henceforth called the Module Board, that resides in an enclosure with the DMD, and, to the degree necessary, a separate PC interface board(s), henceforth called the Interface Board, that resides in an enclosure with the PC or is next to the PC. 6. The connections between the Module Board and the Interface Board shall be designed to be through standard Ethernet, Infiniband, DVI, USB, and/or BNC cables. 7. The design shall provide for mechanical and electrical connection of the DLi flex cable to the edge of the Module Board for remote connection of the DMD. The mounting hardware that comes with the associated DLi 12-inch long flex cable assembly is not part of this requirement, as this is existing NIST-owned equipment. 8. The delivered design shall consist of a written document that describes the final system design, interface, and protocol definition. This is due 6 months after award of contract. It shall be in PDF format, and shall include a system-level block diagram and a written description of the block diagram. DESIGN REVIEW AND DRAWING: The Contractor shall submit a draft detailed design for the DMD Interface Development to the Technical Information Contact (TIC) for review not later than 12 weeks after contract has been awarded. The draft design shall be in PDF format and shall be of sufficient detail to be a draft, as-built drawing for the DMD Interface Development. It shall describe the system design, the interface, and the protocol definition. 1352.271-83 Government review, comment, acceptance and approval. (In clause section in full) A final as-built drawing shall be delivered with the DMD Interface Development. The Government shall maintain unlimited rights to all versions of the design drawing, in accordance with FAR 52.227-14 RIGHTS IN DATA - GENERAL. OPTION LINE ITEMS: The following items are option line items. The Contractor shall provide pricing for this item. Prices quoted shall be effective for a period of one year from the date of award. Award of option line items is at the sole discretion of the Government in accordance with 52.217-7. Government may exercise option items at award: Line Item 0002: Module Board design and fabrication High Speed DMD Interface Development 1. Shall consist of Module Board design and fabrication of a quantity of four Module Boards, including layout of the printed wiring board, fabrication, parts procurement, assembly, and test. 2. The Module Board shall fit into an enclosure that is 11.5 inches x 9.5 inches x 2.5 inches. The enclosure itself is not part of this requirement, as this is NIST-owned equipment. The enclosure includes a Lemo 4-pin power receptacle and one each of the following panel-mount signal receptacles: Ethernet, Infiniband, DVI, USB, and BNC. 3. The Module Board shall include clearance holes for mounting into the enclosure, and shall be designed to enable the user to mount and dismount it from the enclosure. 4. The following parts from the Discovery 3000 chipsets will be provided by NIST: Quantity of eight DAD1000 chips; Quantity of eight DDC3000 chips; Quantity of one D3000 DMD. These were purchased in 2008 and may have exceeded their shelf life, but will be provided to facilitate design and testing. 5. The deliverable shall consist of four Module Boards and will be due no later than 12 months after exercise of option. Line Item 0003: Interface board design and fabrication High Speed DMD Interface Development 1. Shall consist of Interface Board design and fabrication of a quantity of four Interface Boards, including layout of the printed wiring board, fabrication, parts procurement, assembly, (field-programmable gate array) FPGA programming, and test. 2. Shall include software to enable the user to configure and control the Interface Board and Module Board, in the form of a dynamically-linked-library (DLL) that the user can integrate into the user's LabVIEW software. LabVIEW itself is not part of this requirement. 3. The deliverable shall consist of four Interface Boards, DLL software, software documentation, and one two-day on-site support trip for installation and training and will be due no later than 12 months after exercise of option. Warranty: The Contractor shall provide a one year warranty, at a minimum, for the 4 Module Boards and four Interface Boards, DLL software, software documentation. The warranty shall cover all parts, labor and travel. The warranty shall commence upon final acceptance by NIST. The Contractor shall state the warranty coverage for the equipment. PROVISIONS AND CLAUSES: The following provisions and clauses apply to this acquisition and are hereby incorporated by reference. (a) Documentation, including drawings and other engineering products and reports, required by the contract to be submitted for review, comment, acceptance or approval will be acted upon by the Government within 30 calendar days after receipt by the Government, unless another period of time is specified. (b) Review, comment, acceptance or approval by the Government as required under this contract and applicable specifications shall not relieve the contractor of its obligation to comply with the specifications and with all other requirements of the contract, nor shall it impose upon the Government any liability it would not have had in the absence of such review, comment and acceptance or approval. (End of clause) INSTRUCTIONS: Central Contractor Registration In accordance with FAR 52.204-7, the awardee must be registered in the Central Contractor Registration (www.ccr.gov) prior to award. Refusal to register shall forfeit award. Due Date for Quotations Offerors shall submit their quotations so that NIST receives them not later than 12:00 p.m. Eastern Time on August 31, 2011. FAX quotations shall not be accepted. E-mail quotations shall be accepted at Christopher.ganey@nist.gov. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Chris Ganey, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors should ensure the RFQ number is visible on the outermost packaging. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Chris Ganey, Contract Specialist on 301-975-6205. Addendum to FAR 52.212-1, Quotation Preparation Instructions 1) Price Quotation: The offeror shall submit an original and two copies of the completed price schedule. If the quotation is submitted electronically, additional copies are not required. The pricing quotation shall be separate from any other portion of the quotation. The offeror shall propose a firm-fixed-price, FOB Destination, for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due. 2) Technical Quotation: The offeror shall submit an original and two copies of the technical quotation. If the quotation is submitted electronically, additional copies are not required. The technical approach narrative, "block diagram showing line items 002 and 003" shall be evaluated to determine that the proposed system will meet or exceed all of the Governments required specifications. The Contractor shall state the warranty coverage for the equipment. Past Performance: The offeror shall provide past performance information regarding relevant contracts over the past five (5) years with Federal, state, or local governments, or commercial customers. If the offeror intends to subcontract with another firm(s) for part of this requirement, that firm's past performance information shall also be provided. If the offeror has no relevant past performance, it may include a statement to that effect in its quotation. The government reserves the right to consider data obtained from sources other than those described by the offeror in its quotation. It is recommended that approximately 3-5 contracts be referenced. The description of each contract/order described in this section shall not exceed one half page in length. For each contract/order, the offeror shall provide the following information: 1. Contract number; 2. Description and relevance to solicitation requirements including dollar value; 3. Period of Performance - indicate by month and year the state and completion (or "ongoing") dates for the contract; 4. Reference Contact - If a non-Government contract, identify the name and address of the client with current telephone number and email address of a point of contact of the client responsible for the contract; 5. Contracting Office - If a Government contract (Federal or state), identify the Procuring Contracting Officer (PCO), administrative Contracting Officer (ACO), and Contracting Officer's Representative (COR), and their names, current telephone numbers and email addresses. 6. Problems Encountered - include information regarding information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems. Acceptance of Terms and Conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. QUOTATION EVALUATION: Evaluation Factors Award shall be made to the offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability 2) Experience, 3) Past Performance, and 4) Price. All non-price factors, when combined, are approximately equal to price. Technical Capability: The technical approach and drawing shall be evaluated for feasibility and to determine the Contractor's overall understanding of the project. Experience: Experience shall be evaluated to determine the degree of experience the Contractor possesses in design and implementation of field programmable gate array also in high speed computer interface. The degree of relevance between previous systems constructed by the Contractor and that required by the solicitation will be considered. Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past five years. In assessing the offeror's past performance information, NIST will evaluate the quality, timeliness, and ability to control cost and schedule of the past work. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror's past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information. Price will be evaluated for fairness and reasonableness. Past Performance, Experience, and Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
