- Bill of Material Sources Sought Synopsis for Integrated Cost Estimation (ICE) and Cost As an Independent Variable (I-CAIV) Software PURPOSE: This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This Sources Sought Synopsis is conducted to identify potential sources capable of meeting the requirements described below and in the attached Bill of Material (BOM). NAICS CODE: 511210 SIZE STANDARD: $25M BACKGROUND AND PURPOSE OF REQUIREMENT: The proposed action is to acquire an Air Force Materiel Command (AFMC)-Wide site license renewal and maintenance support for the Integrated Cost Estimation (ICE) and Integrated Cost As an Independent Variable (I-CAIV) tool suite. ICE is a software tool that greatly simplifies the process of building system cost estimates and determining the return on investment (ROI) for a program or technology. The Integrated Cost As an Independent Variable (I-CAIV®) tool is a process and automated decision support tool for assessment of alternatives providing the ability to quantify, compare, and trade off critical decision factors such as technical performance, cost, risk, schedule, etc. FTI's I-CAIV tool provides senior decision-makers with a capability to make informed decisions regarding the acquisition and modernization of systems, technology investment strategies, and alternative architectures, systems, and technologies. The I-CAIV tool is a PC-based tool with the capability of data sharing and collaboration via a LAN. It facilitates the decision process through a dynamic evaluation decision space with user-defined assessment dimensions such as utility, cost, risk, and schedule. The I-CAIV tool provides an automated and comprehensive assessment environment which is traceable to user requirements. The ICE/I-CAIV software shall be provided at the locations identified in the BOM. The proposed action includes a one year base period and 4 one year option periods. Period of performance will commence 30 Sep 2011. REQUEST FOR CAPABILITY PACKAGE: All interested parties shall submit information to document your firm's capability to provide items as listed in the BOM. DATE DUE: Packages may be electronically mailed and received in the buying office not later than 10:00 A.M. (Eastern Standard Time) 22 August 2011. All questions shall be submitted in writing to Christopher Hinders, Contracting Officer. Contracting Officer Christopher M. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
