- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation, but market research to determine potential sources to provide sufficient Specialized Technical Consultant Subject Matter Experts (STC-SME) to provide technical instruction during each iteration of a Drug Enforcement Administration (DEA) Special Operations Division (SOD) Training Program and provide ongoing advisory services for SOD-coordinated internet-related investigations. The STC-SMEs shall possess an in-depth understanding of internet technologies, software platforms, operating internet components, communication devices that utilize the internet as a backbone, sources of evidence and information available from Internet Service Providers (ISPs), Social Networking, Open Source information and other internet resource tools available to the investigator. The STC-SMEs shall also exhibit a basic understanding of narcotic investigative processes and terminology, legal constraints on investigative techniques, and the challenges faced during DEA Internet-related investigations. The STC-SMEs shall possess strong presentation skills, interpersonal skills, and a professional demeanor so as to ensure positive student interaction and successful program implementation. The SOD Training Program will be held up to thirty five times per year at sites to be determined by SOD. Travel will be a requirement. Each SOD Training Program iteration will include availability for approximately 35 DEA-approved personnel. The contractor shall assist in the maintenance, implementation, and update (as necessary) of all course material. This is a sources sought to find women-owned small businesses (WOSB).
