PRE-SOLICITATION NOTICE/SYNOPSIS Please note that this is not a request for quotes or proposals; however, a solicitation for this requirement will be posted immediately subsequent to this notice. The Philadelphia VA Medical Center (PVAMC), located at 3900 Woodland Avenue, Philadelphia, PA 19104, is seeking potential sources to provide professional/management training. The forthcoming solicitation will be conducted as a Small Business Set-Aside. Only small businesses under the established NAICS Code 611430 "Professional and Management Development Training." shall be permitted to submit quotations/proposals. The two (2) planned dates of training are September 28 and 29, 2011. The area of instruction will be specific to VA's Title 38 and Hybrid Title 38 rules, regulations and Public Laws that affect appointment, pay, advancement, performance, probation, management rights with unions, collective bargaining exclusions under 38 USC 7422, and misconduct, as well as instruction on the major changes of the new AFGE master agreement recently signed by the Secretary of the VA. The period of training should cover a 1 day period beginning at 8:00AM and concluding at 4:00PM for 100 participants, and the same training will be repeated the following day for an additional 100 participants. The training shall include full-day PowerPoint presentations, along with some real inactive VA case study discussions, as well as a student workbook for each participant.
