Description
RESPONSE TO QUESTIONS IS PROVIDED. Question 1: Could you please provide a little more info on what you are looking for? - Safety analysis?- Recommended repair?- Other? RESPONSE: Prior to any additional work to the quarter structure, the Government needs a 'Structural conditions assessment / Structural analysis" stating probable causes of wall cracks or building movement. "Contractor shall observe, analyze, and provide a detailed report of existing conditions to OFMC describing the results of such observation and applicable engineering studies needed regarding cause of visual cracks in walls. Base on findings, contractor shall provide a cost estimate and recommendation for subsequent repairs. Existing conditions to study include but are not limited to: foundation wall, footing, visual soil conditions, grading and drainage patterns outside building line, roof drainage, building structure, and grade slopes near foundation wall within 5 feet. It will be the contractor's responsibility to determine conditions assessment and recommendations for repair or rehabilitation". Question 2: Also, parts of the solicitation are title "Electrical Analysis" but the line item refers to structural. RESPONSE: The Title is to read as "Engineering Study / Structural Analysis" - we apologize for the wrong title on the documents which has caused confusion. The Statement of Work is correct for this requirement under Soliciation Document No. A11PS01140. Question 3: Is this a professional evaluation based on visual observation and access? RESPONSE: Yes. OFMC-WRO requests contractor(s) to observe and analyze existing conditions to become familiar with area and limits of the scope. A 'reference document' has been added to solicitation through addendum No. 1; document is provided as guideline for conducting a conditions assessment on existing buildings. Question 4: Or is there to be destructive testing included in the fee? (i.e., remove a portion of wall/sheet rock to see inside the wall? Dig around / expose the building footing?, etc.); RESPONSE: SOW indicates contractor shall be responsible for survey of existing conditions and to ascertain extent of test and evaluation methods; Contractor shall determine if scope of services will include invasive investigation(s) where applicable to support findings. Question 5: Scope asks for a cost estimate and recommendations for repair. To what detail are the recommendations to be made? RESPONSE: SOW indicates contractor shall determine findings base on site observation and assessment and provide conclusions as to cause of cracking/movement. SOW requests recommendations for building rehabilitation or repair as determined by field investigation & other analysis procedures; Recommendations shall be written and include, if necessary, any additional supporting documentation such as drawings & specifications, where cost estimates be provided. Question 6: Is this supposed to include plans, details, and specifications required to complete the repair? RESPONSE: See above Question 7: Or, does this mean just written recommendations based on professional experience and expertise? RESPONSE: See above
