Description
This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors for MILCON P123, Bachelor Quarters Homeport Ashore, Norfolk Naval Station, Norfolk, Virginia. The two-phase design-build selection procedure will be utilized for this procurement and will consist of one solicitation covering both phases. The Phase One written technical proposal will address Corporate Experience, Past Performance, Safety, and Design-Build Approach. The Phase One evaluation will result in a determination of the most highly qualified Offerors. These Offerors will be requested to submit a Phase Two proposal. The maximum number of Offerors that will be selected to submit a Phase Two proposal is five (5). Phase Two of the solicitation shall be comprised of a written technical and price proposal, which will be evaluated separately. The Phase Two written technical proposal will address the Offeror ™s Design Build Solution and Small Business Utilization for the Project. The Phase Two written price proposal shall set forth the Offeror's price for this acquisition. The project shall provide all labor, supervision, engineering services, design, materials, equipment, tools, parts, supplies, delivery, and transportation to perform all of the services of MILCON Project P-123 to construct a new bachelor quarters (BQ) for E1 through E4 personnel in support of the Navy's Homeport Ashore (HPA) initiative. The BQ will provide Market style apartment modules and other rooms in accordance with UFC 4-721-10. The overall building will have approximately 247,000 square feet of living space. The BQ will be a six or seven-story, interior corridor building on a pile foundation with steel, concrete, or masonry supporting frame; concrete floors; and combination of masonry and EIFS exterior wall enclosure. Interior work includes all wall partitions, ceiling systems, finishes, casework, fixtures, furnishings, furniture, and equipment. The project includes connecting to existing underground utilities located on or adjacent to the BQ site. The project also includes elevators, potable water booster pump, fire protection booster pump, site preparation, grading, landscaping, sidewalks, curbs, parking lots, roadways, fencing, and storm water drainage. Electrical work includes primary and secondary distribution lines; interior and exterior lighting; transformers; lightning protection; switches; fire alarm, hvac controls, and physical security systems; and cable, telephone, and internet communication cabling. Mechanical work includes heating, ventilating, and air conditioning; domestic water piping; fire protection sprinkler piping; plumbing fixtures; and sanitary sewer lines. The design and construction will incorporate sustainable principles in accordance with Executive Order 13123 and other applicable criteria. The new facility will have a minimum LEED Silver rating, and comply with the Energy Policy Act of 2005. The project will incorporate Low Impact Development features and comply with all applicable Navy, state, and federal storm water requirements. The project will be designed to comply with the applicable Anti-Terrorism/Force Protection (ATFP) regulations, including physical security, mass notification, and progressive collapse mitigation. The completion time for this contract is 749 calendar days after award. The NAICS Code for this procurement is 236220 and the annual size standard is $33.5M. Offerors will be required to submit with their proposal a bid guarantee in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the bid submitted, but in no case to exceed $3,000,000.
