- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SYNOPSIS/PRE-SOLICITATION NOTICE: The National Guard Bureau intends to solicit "sole source" service maintenance and repairs service contract on equipment for National Guard Bureau Strength Maintenance Branch (NGB-ASM). Forward Looking Infrared (FLIR) Camera System. 1)Description: NGB-AVS maintains FLIR 7500, 8500, SAFFIRE/Star SAFFIRE Camera systems on board UH-60, OH-58, UH-72, CH-47 rotary wing aircraft as the primary night thermal imaging system (FLIR TIS), this includes all ARNG fixed wing assets as well. These night vision systems are highly complex and require specialized factory sustainment to maintain combat readiness. As FLIR is the original equipment manufacturer (OEM) of all ARNG aircraft night vision systems they remain the sole source entity to provide analysis, repair, upgrades and conversions. 2)Description of Requirement: ARNG has a requirement for a "sole source" solicitation to FLIR Systems Inc, the Original Equipment Manufacturer (OEM) for a maintenance service/repair contract for FLIR systems installed on ARNG aircraft. Maintenance repair, system upgrades, and technical support capability is needed in order to sustain operational readiness to all ARNG units that have FLIR systems. Repair work will range from basic antenna shielding through full system repair, to include circuit card and module repairs, including system upgrade and modernization. All of the ARNG FLIR systems in operation today remain outside of the initial warranty and require sustainment repair. 3)Authority Cited: Requirement for justification of this sole source action is the following: Only one responsible source and no other supplies or services will satisfy agency requirements [FAR 6.302-1(b) (2)]. Respectively, when the work provided for in the contract is a continuation of the work performed by the specified entity under a preceding contract [FAR 6.302-5 (c) (1) (iii) (A)]. FLIR System Inc. is the owner equipment manufacturer, the sole proprietor, and the only company authorized to repair their own equipment.
