- Scope of Work This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the service stated herein. All businesses, including all small business concerns (SB, 8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice. The National Institute of Standards and Technology (NIST) is closely involved with the Internet protocol maintenance and development efforts which are carried out within the Internet Engineering Task Force (IETF). The IETF is working on many crucial issues including coexistence of IPv4 and IPv6, eventual transition to IPv6, enabling the Internet of Things (smart devices), and other security, routing, and transport issues. Insight into these issues is required to achieve NIST goals in critical sectors such as smart grid and health IT. Technical engineering leadership is needed within the IETF Transport and Services (TSV) Area to implement solutions to these issues. The anticipated services to be required are described in the attached document entitled "Scope of Work." NIST anticipates the subsequent award of a firm fixed price purchase order for a base period of one year, followed by one option period of one year. Sources that have the ability to provide this support are asked to respond to this notice with a corporate capability statement of a maximum of five (5) pages to provide a clear and complete narrative of current capabilities to meet the requirements as detailed in this notice and its attachment. Those sources are requested to respond to this notice and in so doing, provide the following information: organization information to include company name and address, size of business as it relates to NAICS code 541611 (size standard $7 million), current point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past three (3) years under which the interested party has performed the same or similar work. All responses shall be emailed to keith.bubar@nist.gov so that they are received no later than 12:00 PM EST on August 23, 2011.
