Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Georgetown University, Department of Chemistry; Washington, DC 20910-7500, for the performance of research and development (R&D), in support of the Naval Medical Research Center (NMRC). This requirement is for a research project to establish the role of lysine methylation of outer membrane protein in virulence of Ricksettsia prowazekii and the development of diagnostic reagents and vaccines. The estimated value of the contract is $97,180.00. The research group in the Department of Chemistry at Georgetown University has developed both radioactive assay and Western blot assay for the enzymatic activity of methyltransferases. They have already initiated the cloning and expression of endogenous methyltransferases. These endogenous enzymes will be used to methylate peptides, recombinant protein fragments, or full length polypeptide of OmpB. In addition, the Georgetown University research group has the assay systems in place to determine the anzymatic activity of methylase. This group also has worked on evaluating of methylation of OmpB and/or its fragments using other methylases. In addition, they are generating various clones of the endogeneous methyltransferases from based on the annotated genomic DNA database. The experience of this laboratory on the subject of OmpB methylation and the advancements they have made in related assays/clones is superior to any other laboratories. Furthermore, this laboratory has demonstrated the capability in enzymatic activity assay, molecular cloning, studying of mechanism of various biological activities in various biological systems and an impressive and diversified publication record. All these strengths show that this laboratory is the only qualified laboratory that has the capability to carry out the work successfully. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 2:00 PM Eastern Time, 24 AUG 2011 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
