Description
AMENDMENT NO. 1 The purpose of this Amendment is to: 1) Change the solicitation number to FA8750-11-C-0238; 2) Reduce the period of performance to twelve (12) months; 3) Remove all references to research and development services described in the initial notice as this work has been removed from the sole source action; 4) Change the Primary POC to Lisa Barone, email: Lisa.Barone@rl.af.mil, Phone : 315-330-7530, Fax: 315-330-8097 ***END AMENDMENT NO. 1*** This serves as "Notice of Intent" of the Air Force Research Laboratory, Information Directorate's intent to issue a contract on a sole source basis to continue needed support currently provided by "Automated Virtual Information Production Support System III (AVIPSS III)" contract number FA8750-09-D-0182, for approximately 24 months. These services are currently being performed by Northrop Grumman Space & Mission Systems Corporation to continue essential operations, maintenance, research and development of the currently supported systems, databases, applications and infrastructure at the National Air and Space Intelligence Center (NASIC). These highly specialized services that support the intelligence environment that must continue without interruption include troubleshooting application and database problems and change requests; implementing, testing, and integrating developed solutions for those problems and change requests; on-site training and installation support; life cycle support; and central help desk facility for the supported Information Technology. The government is in the process of conducting a separate competitive acquisition resulting in an award date which will create an unacceptable delay of support and a loss in operational coverage to the NASIC intelligence mission of approximately two years. Without the capability to provide these highly specialized technical services, the NASIC will quickly experience mission performance degradation and mission stoppage. This degradation and downtime which would last for nearly two years would prevent users from accomplishing their primary mission: threat analysis and intelligence production. A gap in performance of this magnitude will adversely affect mission accomplishment, since NASIC is the primary DoD producer of foreign aerospace intelligence, analyzing all available data on foreign aerospace forces and weapons systems to determine performance characteristics, capabilities, vulnerabilities and intentions, as well as supporting American weapons treaty negotiations and verification. Therefore, waiting for the award of the AVIPSS IV competitive solicitation to continue this support presents an unacceptable delay in fulfilling the government's requirements. As such, there would be significant risk to not only AF, but to the supported Intelligence Community if a sole source contract is not awarded to provide necessary support between the work currently being performed under the current contract and that of the follow on acquisition. The Air Force plans to solicit and negotiate with only one source under the authority of 10 USC 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B), to issue a sole source contract. Interested sources may respond within 15 days after the publication date of this notice of contract action. This notice of intent is not a request for competitive proposals. All interested sources must submit a capability statement, which shall be considered by the agency. The North American Industry Classification System (NAICS) Code for this acquisition is 541512.
