Description
The NAVSUP Fleet Logistics Center, Norfolk (FLCN) in Norfolk, VA 23511 intend to procure a firm fixed price type contract and will utilize procedures under FAR Part 13.5 Test Programs for Certain Commercial Items (Clinger-Cohen). This procurement will be processed as full and open competition. The applicable NAICS code is 333415 with a small business size standard of 750 employees. The contractor shall provide a total of 95 Environmental Control units. 71 units must be delivered to NEMSCOM in Williamsburg, VA 23185 as soon as possible, but no later than 1 April 2012. The other 24 units will be delivered to Pine Bluff Arsenal in Pine Bluff, AR 71602 as soon as possible, but no later than 30 December 2011. This solicitation will be brand name or equal of a HDT Expeditionary System, Inc. s Field Deployable Environment Control Unit, Model Number 62-9454100-9-PS, Color Tan. A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 16August 2011. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FLCN will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
