This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID RFQ 1150 and the solicitation is being issued as Request for Quotation (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-53). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, but small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. All responsible sources may submit an offer that will be considered by the Agency. The North American Industry Classification System (NAICS) Code for this acquisition is 334516, and the small-business size standard is 500. The National Institutes of Health, National Institute of Allergy and Infectious Disease (NIAID) intents to procure a multimode microplate reader, (Qty) 1 each. The instrument must include the following: • must allow for the measurements of fluorescence, luminescence, absorbance, and alpha assays in a modular-designed format. • several positions for different detection cartridges for fluorescence, luminescence, absorbance and alpha assay measurements, for top reading and bottom reading each, so that individual cartridges can be swapped in and out, maintained, or replaced, on a per-need basis. • the ability to employ multiple light sources, including a series of high power light emitting diode (LED) light sources for fluorescence, a Xenon flash lamp for deep UV HTRF measurements, a laser diode for AlphaScreen® and monochromatic illumination for absorbance readings in the range of 230-1000nm. • two single photon counting photomultiplier tubes (PMT) for fluorescence and luminescence detection and a silicon photodiode for absorbance detection. • read 6, 12, 24, 48, 96, 384 and 1536 well SBS standard microplates. • For kinetic studies, provide "on-the-fly" read mode for high-speed measurements. • For measurements using different plates, the plate reader must be able to adjust and optimize the read height for top and bottom measurements via controlling software. • software that enables full instrument control including cartridge configuration, shaking, temperature control, cartridge ejection, and plate carrier loading and ejection. • The software must contain an extensive library of pre-configured plate types, as well as for defining new or unique plate types. • The plate reader software must provide programmable linear and orbital microplate shaking methods.
