Description
ESC/HNAK intends to award a modification to Contract FA8726-09-C-0010 held by Northrop Grumman Information Systems to extend the operation and logistics support of two Battlefield Airborne Communications Node (BACN) equipped Bombardier BD-700 Global Express aircraft (re-designated USAF E-11A) Serial Number 11-9001 in support of Overseas Contingency Operations. This modification will also include a Continuous Aircraft Maintenance Plan (CAMP) "8C" level inspection. The inspection will include the "2C", "4C" and "8C" inspections as well as landing gear in accordance with the aircraft manufacturer published maintenance bulletins and the Flight Test Vehicle Maintenance Plan. The inspection will include an estimate of cost for deviations not included in the basic inspection work package. The E-11A S/N 11-9001 aircraft is the first aircraft manufactured in the series and has unique design features compared with the subsequent production versions. Potential sources must demonstrate the capability to secure Original Equipment Manufacturer (OEM) engineering support during the inspection. The Battlefield Airborne Communications Node (BACN) payload was developed by Northrop Grumman as part of the Interim Gateways program. This modification will extend the current operation and logistics support effort for this system for 6 additional months following completion of the CAMP inspection. The effort includes operation of the payload from ground control sites, maintenance of the payload, and maintenance of the aircraft. It also includes provision of all repair parts and ancillary equipment. The operation and support of the systems takes place on two (2) US military installations in the Central Command Area of Responsibility. The sites are in conflict regions with low supporting infrastructure. The work requires Secret contractor facilities and personnel security clearances. ESC/HNAK has determined that only Northrop Grumman is capable of meeting the Government's requirements as they have unique knowledge and capabilities as the developer of the BACN payload and as the integrator of the payload into the E-11A aircraft. Describe your capabilities to form a working relationship with the Original Equipment Manufacturer (Bombardier, Ltd dba LearJet and Northrop Grumman) for any needed engineering support. Describe briefly your experience and capability for performing CAMP inspections for Bombardier manufactured aircraft. State the number and locations of facilities capable of this work. Describe your working relationship with the Original Equipment Manufacturer. Describe your usual contract terms and conditions for this work. Submit response as per above directions only. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information provided except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
