Description

The National Park Service has a requirement for the Assessment of Natural Resource Conditions for Hawaii Volcanos National Park, HI. The contractor will develop indicators documenting condition and identify sources of data and other information describing the status and condition of natural resources in Hawaii Volcanoes National Park. The contractor will develop Chapters 1-3 of the Natural Resource Condition Assessment report that includes a general introduction to the park (enabling legislation, geographic setting, visitation), description of resources and resource issues, current park stewardship and status of supporting science in the park, a description of preliminary scoping and study design for future condition assessment. Pending future funding made available, information summarized in Chapters 1-3 will be used to generate the Final Natural Resource Condition Assessment Report that, in addition to Chapters 1-3, includes a description of 1) condition/ecological status of terrestrial, freshwater and marine resources at the park, 2) existing or emerging threats or stressors, 3) important information gaps about critical natural resource health issues, 4) recommendations for future studies that address additional information needs with regard to the condition of Park natural resources, known threats and unacceptable conditions. There are performance requirements in this proejct that must be strickly adhered to, specifically Performance Schedule and Milestone Dates. The NACIS code for this requirement is 541712. There is no set-aside for this requirement. This requirment is being sought under Simplified Acquisition Procedures, FAR Part 13. A Request for Quote (RFQ) will be issued on or about August 31, 2011. All interested parties will submit a quote in accordance with the Instructions to Bidders. The Government will award the contract to the responsible Bidder whose proposal conforms to the RFQ; and will be most advantageous to the Government, price and other factors considered.
