Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP), Data Modeling Branch (DMB), plans to procure on a sole source basis with Istituto di Ricerche sulla Popolazione e le Politiche Sociali; Via Palestro, 32; 00185 Roma for services regarding colorectal cancer patterns of care between Italy and the USA using Italian registry-linked data and SEER-Medicare data. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. One of the missions of the Data Modeling Branch (DMB) at the Surveillance Research Program (SRP) is to support research on statistical and mathematical models to understand the impact of cancer control interventions and economic, health care delivery, and utilization factors on the cancer burden. The DMB collaborates with the Health Service and Economic Branch (HSEB) within the Applied Research Program, to estimate the national costs of cancer care. The purpose of this project is to compare the patters of care in the first year after diagnosis for a similar cohort of colon and rectum patients diagnosed in the SEER areas and the two Italian registries (Firenze-Prato and Veneto Italian cancer registries). The data of interest are all colorectal incident cases diagnosed in the period Jan1, 2000-Jan1, 2002 and followed up to December, 31st 2006. The main variables to be compared are: i) number and percentage treated with surgery and type of surgery by stage, ii) time from diagnosis to surgery/treatment by stage, iii) length of stay in hospital, percent hospitalized, iv) number of nodes examined, total length of hospital stay during first year after diagnosis. This study in comparing patterns of care of colorectal cancer in the first year after diagnosis between US (SEER-Medicare) and Italy (Firenze-Prato and Veneto Italian cancer registries) is limited to the Istituto di Ricerche sulla Popolazione e le Politiche Sociali (IRPPS). They possess unique expertise to provide the data for this comparison: expertise in intervention and procedure codes from hospital discharge cards, expertise in cancer registry data, expertise in the analysis of cancer registry data, expertise in estimating cancer incidence and prevalence. No other sources with depth of experience and expertise needed to insure the objectives within this study are known to the NCI. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 31, 2011. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
