- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ FA4800-11-Q-EM01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. This acquisition is 100% set-aside for Total Small Disadvantaged Business. The associated NAICS code is 335999 with a 500 employees size standard. This RFQ contains 17 line items. CLIN 0016: PROJECT MANAGEMENT. QTY: 1 EACH. CLIN 0017: TRAVEL. QTY: 1 EACH. STATEMENT OF WORK Installation west & south side boundary Camera Project Langley AFB, VA 23665 DATE: 16 June 2011 1. SCOPE. This Statement of Work (SOW) defines the efforts required for the installation of color PTZ type cameras to cover each lane of and the exterior of the Large Vehicle Inspection Station (LVIS) and interior of administration Bldg. See attached facility drawing for specific camera locations. Place Monitors and camera control units at the Main admin desk. All cameras listed must be capable of being integrated into the Video Image command and Display System (VICADS) terminal at the ECC Bldg 367 and alternate ECC located at Bldg 355 via the Langley AFB NIPR net. 2. Background. Currently the LVIS is under construction and will need security systems added when completed, estimated completion month is Oct 11. 3. Importance of the SOW. Successful implementation of this project is essential in providing Langley AFB with surveillance of all incoming vehicles that are required to be searched prior being granted access to LAFB. Implementation will greatly enhance the security and law enforcement operations of Langley. 4. Description of Services. The contractor shall provide all equipment & tools for installation, Provide training/training materials to complete this project as defined below: 4.1 Camera installation and camera connectivity at the LVIS. Securely and properly install and connect (15) PTZ, surveillance cameras to cover the exterior/interior of the LVIS and (3) fixed cameras on the interior admin Bldg for the LVIS. See attached drawing for exact camera locations. All camera cabling will be placed in conduit to provide protection from severe weather conditions. Further, each camera will be connected to the closest power supply and nearest communications switch. The cameras must be outdoor/all weather proof. 4.1.2 Monitoring/recording install and connectivity at each installation location. Operational control, monitoring and recording of cameras will be limited to LVIS admin Bldg. 5. Statement of Objectives. This project has four main objectives. The individual task requirements are as follows: Installation, test, training and warranty. 5.1 Testing and Acceptance. The contractor will conduct a demonstration of all installed equipment with 633 SFS present prior to acceptance. 633 SFS will ensure all work meets the specifications in this SOW. Any defects revealed prior to acceptance shall be promptly corrected at no cost to the government. 633 SFS is final acceptance authority. 5.1.1 Training: Conduct operator training. 5.1.2 Warranty. Provide a 1-year warranty with 1-year on-site maintenance. GENERAL INFORMATION. Base Access. The government (633 SFS) will provide base access to all parties identified on an access authorization listing provided by the vendor if needed. Building Access. The government (633 SFS) will provide access to all gates/buildings for installation purposes to those aforementioned/pre-identified individuals. End Item Description. Submittal of "Or Equal" items are allowed under this solicitation. When quoting an "or equal" item, offeror must submit all descriptive literature, specifications, catalogs, etc., along with their quotation, necessary to meet the requirements of this solicitation to be eligible for award. FOB point is Destination. The required delivery date is 30 DAYS ADC.. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal.
