- 1. SUBJECT: GSA Contract for IT Systems Development and Programming Services. 2. CONTRACT INFORMATION. A purchase order will be awarded for a wide variety of IT systems development and programming services for the U.S. Army Corps of Engineers (USACE). Selection will be based on criteria further defined in the Request for Quotation, to include price. The purchase order will be a period of one-year, with 2 year option periods. Regardless of duration, the purchase order shall not exceed a total of $150,000.00. Final purchase order price will be based on authorized use of units contained on unit pricing schedule during the life of the purchase order. This announcement is set-aside for small business. Estimated award date will be 30 Sep 11. 3. PROJECT INFORMATION. Typical services to be provided include a wide range of IT services including system development planning, determination of best-use software solutions, programming, and software testing. Planning meetings will occur at the respective USACE office. Most programming and software testing will occur on USACE hardware. Anticipated services include, but are not limited to the following: integration of various data collection systems and development of new methods and software programs for collecting data automatically; scraping web pages for needed information and integrating that information with the USACE data acquisition framework; configuring or programming additional data acquisition processes; developing or enhancing logging, monitoring, and alarming capabilities with user interfaces' associated with data collection, data acquisition, and data posting to various databases; collaborate on the development of database schemas; assist in the development of database monitoring applications with user interfaces; develop and program procedures within a database; assist in planning, developing, programming, and choosing appropriate resources and applications for USACE internal and external data dissemination needs; canvas users and develop user interfaces for data dissemination products; developing or enhancing logging, monitoring and alarming capabilities with user interfaces associated with USACE data dissemination processes; assist in the organization and integration of models into the system; assist in planning and developing solutions for implementing sound Quality Assurance/Quality Control (QA/QC) standards and processes. One of the Corps' Water Management Data Systems is a regional system, encompassing four offices in three different cities. USACE, Northwestern Division (CENWD) in Portland, OR has a Regional Water Control Data System (RWCDS). This system consists of three nodes with the same equipment and configuration at each of the nodes. The nodes are located in Portland, OR, Seattle, WA, and Walla Walla, WA. The three nodes mainly service four USACE Water Management offices that include Division Water Management in Portland, Portland District, Seattle District, and Walla Walla District. The three nodes system files are kept in sync with Unison and Oracle Streams keeps the data in the three Oracle instances in sync. Each office manages their data collection, acquisition, posting, and dissemination processes and products within a regionally defined framework. One component of the data system is the Corps Water Management System (CWMS) software suite and database schema. A Sun server hosts the software in a Solaris Zone called CWMS, the database in the Database Zone, and allows for local development in the Local Zone. The data acquisition and posting processes are on the CWMS Zone whereas the internal data dissemination processes are on the Local Zone. A substantial amount of data is shared between USACE and various agencies. Two regional ftp servers (one in Portland and one in Walla Walla) provide a means for exchanging this data. The Regional FTP servers are Dell X86 servers with VMware for supporting virtual servers. The exchange processes are running on a Solaris operating system instance on the Regional FTP servers. The two ftp serves are kept in sync with Unison. The Northwestern Region Water Management group is developing code that is platform independent and modular in nature. 4. SELECTION CRITERIA. Quotations submitted for this solicitation will be evaluated utilizing the following criteria. Selection criteria for this contract will be based upon the following, listed in descending order of importance (first by major criterion and then by sub-criterion of equal weight). Criteria a.(1-7) is primary, criteria b, c.(1-5), d, and e is secondary, and criteria f is important, however, will be used only as a tiebreaker. a. Specialized Experience: Demonstrate specialized experience and technical qualifications of the proposed key team members to be assigned to the services with respect to the following: (1) IT System Development: Planning, developing, and providing advice on best design and standard practices for components of data systems. (2) IT Systems Integration: Integrating new development that adds or enhances functionality of the system with current system frameworks. Integrating various data collection methods and processes into an effective robust system. Integrating networks so information, processes, and procedures can effectively and efficiently function as a complete system. (3) Knowledge of Corps Data Systems: Corps data systems and working on Corps data systems. Will need to be able to gain clearance on Corps computers that reside in all network segments (Production, Controlled Internet Accessible, and Internet Accessible). Provide proof of current or previous security clearance on U.S. Army or USACE production computer networks. (4) Software Programming: Sun Servers, virtual servers using VMware, Solaris, Linux, and Windows environments. Platform independent programming. Programming and scripting languages: Bourne shell (sh), C shell (csh), Korn shell (ksh), Perl, Unison, Java, JavaScript, AJAX, Apache, Jython, Python, VBA, Visual Basic, PL/SQL, HTML. (5) User Interface Development: Facilitating dialogue with users/customers to capture the design requirements stated and implied. Use of data flow diagrams, use cases, storyboards, or similar method for effective and efficient design of applications that require a user interface. (6) Web Development: Use of standard web protocols and development of hybrid client applications, web services, web based tools, user friendly and configurable pages, and visually appealing web design. (7) Databases: Oracle and Oracle Streams, PostgreSQL, other relational databases, the Corps of Engineers' Hydrologic Engineering Center Data Storage System (HEC-DSS or DSS for short), XML, and WaterML. Relational database schema development. b. Professional Qualifications: Qualifications of proposed personnel shall be based upon the length of relevant experience, education (type and amount), professional registration, and specialized relevant training. c. Past Performance: The quoter shall submit references. This information must include: (1) Name and address of the organization for which services were performed. (2) Current telephone number of responsible technical representative of organization. (3) Purchase Order/Contract Number if possible. (4) Type of contract. (5) Brief description of services provided, including length of performance. The Contracting Officer may consider such performance information along with other factors in determining whether the quoter is to be considered responsible, as defined in FAR 9.101. References will be contacted to find out how the firm performed. This standard is met when the quoter, as a minimum, provides three references. d. Proximity: Need to be located in close proximity to Portland, Oregon since this work will be a highly collaborative effort between the Contractor and the U.S. Army Corps of Engineers (USACE), Portland District (CENWP). There will be numerous planning and software development sessions in Portland that will require the Contractor to be present in person(s). e. Current Workload: Capacity of firm to accomplish required services on schedule. The firm must identify current and anticipated obligations which may affect its ability to be responsive to USACE needs under the life of the anticipated contract. f. Price: The Contracting Officer will review the price proposal for reasonableness, completeness, and compatibility with the technical proposal. Price will not be rated but used as a tie breaker. Primary emphasis will not be placed on the lowest quote, but rather on the proposal offering the most advantage to the Federal Government, when all factors are considered. As technical qualifications become more equal, price becomes more important. 5. ADMINISTRATIVE.
