Description
Final Solicitation Document United States Citizenship and Immigration Services/Verification Division (USCIS/VER) desires to expand the scope of its outreach and educational requirements to educate more of the U.S. population, including targeted segments of employers, employees, all federal contractors and other interested entities through a comprehensive and strategic national educational and outreach initiative. This acquisition's objectives are to increase employer participation, educate employees about E-Verify (increasing their understanding of their rights and responsibilities under the program), promote public awareness and understanding of the E-Verify mission, educate Systematic Alien Verification for Entitlements (SAVE) benefits granting agencies' understanding of the program, increase user compliance, and educate non-citizen benefit applicants about SAVE processes. All work shall be performed at the contractor's facility. Meetings and working group sessions will be held in the metropolitan Washington, D.C. area or as requested at other government provided facilities. USCIS intends to award a Time and Materials (T&M) contract for public education and outreach under a competitive 8(a) set aside under FAR Sub-Part 19.805. The period of performance will be for a twelve month base period with two twelve month option periods. The Task Orders will include the FAR 52.217-8, Option to Extend Services Clause. A final solicitation is attached. Oral Presentations will be required. Oral presentation times will be determined by lottery. USCIS will notify offerors who submit responsive, timely proposals of their presentation times which will start September 6, 2011. Award will be made before October 1, 2011.
