- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS NOTICE. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SMALL BUSINESS CONCERNS DOING WORK UNDER NAICS Code 237990. The purpose of this announcement is to gain knowledge of potential small business sources; specifically small business, certified 8(a) Small Businesses serviced by New Jersey, New York, Connecticut, Massachusetts or Pennsylvania SBA District Offices, certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The NAICS Code is 237990 (size standard $33.5 million average annual receipts for preceding three fiscal years). Responses to this Sources Sought Announcement will be used to determine appropriate acquisition decisions for a future procurement. Description: The U.S. Army Corps of Engineers, New York District is seeking sources to perform coastal wetland restoration construction. The site is an intertidal coastal habitat that experiences tidal inundation approximately twice a day. The scope of work consists of the restoration of a salt marsh island, Yellow Bar Hassock, located in Jamaica Bay, New York. Restoration tasks include the grading and finishing of previously placed materials to achieve elevations favorable for the growth of desirable species (such as Spartina alterniflora and saltwater cordgrass), the planting and relocation of native species, seeding, debris removal, vegetation maintenance, and the installation and maintenance of site fencing. Site grading at Yellow Bar Hassock involves the grading of approximately 350,000 cu yd of material over an area of approximately 70 acres. Construction is in a marine environment, accessible only by boat, and is subject to tides and coastal dynamics. The Magnitude of Construction is between $10 million - $25 million dollars. Interested firms must submit a qualifications statement including but not limited to the following information: a. Identification and verification of the company as a HUB Zone firm, or, A Service-Disabled Veteran Owned Small Business (SDVOSB) firm, or, A Small business firm, or, an SBA certified 8(a) Small Business Firm serviced by New Jersey, New York, Connecticut, Massachusetts or Pennsylvania SBA District Offices, for NAICS Code 237990. b. Indicate proposed team members to include: Name of prime firm and sub-contractors, addresses, role in potential project and POC information of each firm. c. Name of firm w/ address, phone, and fax number, point of contact and email address. d. A CAGE Code and DUNS Number for the firm. e. Each firm should demonstrate Past Experience by providing a minimum of two (2) tidal wetland restoration, creation, and construction projects similar in scope, complexity and magnitude to the project description listed above. Interested parties should include a fact sheet for each project along with contact information of the previous customer. f. Each firm should provide their bonding capabilities per project and in the aggregate. g. The interested contractor should list the percentage and type of work that they will self perform. Interested responders should refer to the following FAR Clauses to see the Limitation of Subcontracting that pertains to specific Set-asides. FAR 52.219-14 (Pertains to Small Business and 8(a) Set-asides). FAR 52.219-3 (Pertains to HUBZone Set-asides). FAR 52.219-27 (Pertains to Service Disabled Veteran Owned Small Business Set-asides). This Sources Sought announcement neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms.
