- Recreational ActionPlan Implementation National Marine Fisheries Service Pacific Islands Regional Office Sustainable Fisheries Division Pacific Islands Regional Recreational Action Plan Implementation STATEMENT OF WORK Background Recreational (non-commercial) fishing is a way of life in the Pacific islands, hence, fishery conservation and management efforts will have tremendous economic, social, and ecological impacts. Because we live on oceanic islands, fishing and fish sharing are part of the culture. As U.S. fisheries nationwide are governed by annual catch limits and accountability measures to prevent overfishing and, as appropriate, move towards catch shares, it is imperative for island recreational fishermen to be kept engaged, better informed, and proactive in the fishery management decision-making process. Our region has its recreational fishing priorities and issues. To improve our standing with the larger fishing public, NOAA's National Marine Fisheries Service (NMFS), through its Pacific Islands Regional Office, Sustainable Fisheries Division (SFD), and Pacific Islands Fisheries Science Center, in partnership with the Western Pacific Fishery Management Council, are committed to expanding its regional recreational activities. The key to regional engagement is the execution of our regional recreational action plan. This Statement of Work is intended to enable SFD support for recreational fishing interests in the Pacific Islands region. The goal is to develop and execute our regional action plan by providing accurate and timely information to fishermen, and receiving their views, regarding recreational fishing and efforts to improve fishing opportunities. The services provided under this Statement of Work, hereinafter referred to as "Contract," will include face-to-face interaction with island recreational fishermen, as individuals, in groups, clubs and formal organizations, coordination with fishing equipment supply stores, etc. Project Tasks, Deliverables, and Monitoring The Contractor shall work with marine recreational fishermen and industry to (1) Provide information on NMFS regional action plan. This task requires the Contractor to contact and disseminate 200 to 500 printed informational materials, provided by SFD, state-wide to the fishing community, fishing clubs, fishing supply stores, fish purveyors, as appropriate. (2) Assist in implementing the Pacific Islands regional action plan. The Contractor is expected submit to the Assistant Regional Administrator (SFD ARA) progress reports in a format and schedule to be determined by SFD ARA. (3) Engage in specific recreational fishing outreach activities of SFD, including assistance tournaments, fishing club meetings, sea food festivals, etc. issued as work orders by SFD ARA. Contractor Qualifications The Contractor must have a minimum of four years of experience in marine recreational fisheries in the Pacific Islands (Hawaii, American Samoa, Guam, and the Northern Mariana Islands), and have established contacts with local recreational fishermen, fishing clubs and associations. The Contractor must have experience working with island charter (for-hire) boat owners and captains in Pacific Islands region. All travel-related costs, meetings (including face-to-face with SFD staff minimally one per month), and any outreach material not provided by SFD will be borne by the contractor. Schedule of Work The SFD ARA will establish deadlines for all tasks as mutually agreed to with the Contractor. Deadlines are subject to change. Completion of the services and deliverables for specific tasks is contingent on SFD ARA providing documents to the Contractor in a timely manner. Delays in receipt of those documents may result delays to services and deliverables by the Contractor. Adjustments in work schedule and project tasks may be made by mutual consent. Government-Supplied Materials During the course of this Contract, the Contractor shall have access to Government data relevant to this project, as required. Any information that has not been published that is received from the Government in connection with this Contract, or furnished to the Contractor from other sources in response to the Government's requirements under this Contract, will be restricted to this project, and may not be disclosed or used for any other purpose without the prior written approval of the Contracting Officer. The restrictions do not apply to information which: 1. Currently or subsequently enters the public domain; 2. Has been released to any third party, without restrictions; or 3. Is obtained by the Contractor independent of the Government. Title to all Government data furnished to the Contractor in connection with this Contract shall remain with the Government. Restricted or Limited Use of Data The Contractor's final deliverables, all draft documents, and any working document prepared as a part of this Contract are the property of the Government and may not be published or released to any individual or organization without prior written approval of SFD ARA. Specifically, the Contractor may not publish any part of the documents being prepared as part of this Contract in any refereed scientific journal, trade publication, publicity brochure, etc., without the express written approval of SFD ARA. Federal Acquisition Regulations All sections of the Federal Acquisitions Regulations (FAR) attached by reference to this work and executed by a Contract shall apply, including FAR Part 49 on termination of contracts for convenience and default. Security Requirements for Information Technology Resource The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. No privileged access information (non-public) will be stored or processed. Period of Performance The performance of this work is estimated at 330 man-hours for a period of one (1) year from the date of order issued by the Acquisitions Management Division/WC3. The Contractor shall submit invoices for labor expended at monthly intervals.
