Description
THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. This solicitation is being advertised as 100% Full and Open Competition. An RFP will be issued to obtain contractor qualifications for which a contract, by means of a negotiated firm fixed-price procurement, will be awarded. A contract will be awarded to the best value offeror in accordance with FAR PART 15 and 36 using the Best Value, Design/Bid/Build selection procedures. This solicitation will be issued as N40085-11-R-7251. The awarded contract will be a Design/Bid/Build Construction Project P-280 Gate 2 Security Improvements Portsmouth Naval Shipyard (PNSY), Kittery, Maine. Project Description: This project will construct an Entry Control Facility (ECF) at Gate 2 located at Portsmouth Naval Shipyard (PNSY) to provide the appropriate Anti-terrorism/force protection (AT/FP) measures meeting all applicable model building codes and Uniform Facility Criteria (UFC) requirements. The ECF will have three inbound drive lanes for the screening of vehicles accessing the base and two outbound drive lanes for vehicles leaving the base. One of the inbound lanes will be a commercial vehicle inspection lane which is segregated from the other lanes by a windscreen. Sustainable principles have been integrated into the design and development of this project and will be implemented during construction of the project in accordance with Executive Order 13123 and other laws and Executive Orders. The construction will also include four buildings: a gatehouse with overhead canopy, an overwatch tower, sentry/guard booths and a replacement for the quarters Y garage. A covered walkway will be constructed along the exterior of the commercial vehicle inspection lane to provide a sheltered passage way for pedestrians accessing the shipyard. Construction will also consist of the following: swing gates; security fencing; snowmelt system; intrusion detection system (IDS), closed circuit television (CCTV), local area network (LAN), and base wide alarm duress system; security lighting and signage; elevated control lane island with bull nose protection; site lighting; rejection area for vehicles located before and after guard house; a vehicle inspection area with shelters equipped with CCTV; active vehicle barriers designed to facilitate snow, sand, and salt removal; raised traffic median; hardened back-up generator; a pedestrian turnstile and a manually operated service gate to accommodate wheelchairs with ID card reader. The project will also construct an underground utility vault to house the water main meter and back flow preventer along with associated piping and fittings. As part of this project, the following buildings will be demolished: building #161 (approximately 3,039 square feet), a guard house with canopy, an existing overwatch tower and the existing quarters Y garage. Estimated cost range is $5,000,000 to $10,000,000. The contractor shall provide all required design, engineering, labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. The Request For Proposals will be available for viewing and downloading on or about SEPTEMBER 2, 2011. Proposal due date will be approximately OCTOBER 19, 2011 2:00 P.M. EASTERN TIME. The solicitation will be formatted as an RFP in accordance with the requirements designated by FAR 36. This RFP evaluation factors will be as follows: 1. Corporate Experience 2. Technical Approach, 3. Past Performance, 4. Safety, Small Business 5. Price. The Government intends on issuing the RFP Solicitation through www.neco.navy.mil. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Amendments will also be posted on the website. This is the normal method for distributing amendments; therefore, it is the offerors responsibility to check the website periodically for any amendments to this solicitation. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. IMPORTANT NOTICE: All contractors submitting proposals on DOD solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. Reference is DFAR Clause 252.204-7004. The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M. Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at it own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis. The costs incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract. Further information regarding NCACS is forthcoming. This solicitation is being advertised as 100% Full and Open Competition.
