- Description
- The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed pricecontract to Johns Hopkins University to provide operations support, maintenance, productenhancements, and data updates for the RPTF database and graphic user interface for theNational Rocket Propulsion Test Alliance (NRPTA). Activities under this work orderinclude support operations to assure network health, accessibility and security; minorenhancements to functionality; and data updates to maintain current, accurate and usefuldata. Additional, to provide data gathering and analysis services relating to rocketpropulsion testing. These activities will be on an as-needed basis and a separatesubtask statement of work will be provided along with additional funding for each definedtask. The contract period of performance will be for a total of 5 years from theeffective date of the contract including 1 base year and 4 option years. Johns HopkinsUniversity is the only known vendor that can provide these services.There will beonly one award made for this requirement. This is a sole source commercial acquisitionunder the authority of FAR Part 13.106-1(b). The Government believes only oneresponsible source can provide the services that will satisfy the Agency's requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform theeffort, in writing, to the identified point of contact not later than 3:00 p.m. (localtime) on 22 August 2011. Statement of capabilities must contain sufficient details toreview vendor's capabilities. Submissions will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Oralcommunications are not acceptable in response to this notice. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541990 and $7million respectively. The DPAS Rating for this procurement is DO-C9. FOB isdestination. It is anticipated that Solicitation No. NNS11404540R will be issued to JohnHopkins University on or about 23 August 2011 with their response due NLT 3:00 p.m. 29August 2011. An Ombudsman has been appointed.See NASA Specific Note 'B'. Anyreferenced notes can be viewed at the following URL:http://prod.nais.nasa.gov/eps/nasanote.html. Potential offerors shall notify thisoffice, in writing, by facsimile, email, or any other delivery system, of their intent tosubmit an offer. NASA Clause 1852.215-84, Ombudsman, is applicable.
