Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Center for Biochemistry and Biophysics (BCBPC), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Rigaku Americas Corporation, 9009 New Trails Drive, The Woodlands, TX 77381, for the purchase of an Extended Service Contract for the following equipment listed below. The reference number: NHLBI-CSB-(HL)-2011-259-DDC. The service contract is for the period of twelve months. The Extended Service contract includes: Parts, Labor and Consumables, with coverage from Monday through Friday 8:00 am to 5:00 pm, excluding Rigaku recognized holidays. Hardware covered: 1. NucriNax-007HF S/N GD230501 2. R-AXIS IV++ S/N GD2749NM 3. VariMax-HF Confocal S/N 2080 4. X-stream 2000 S/N 800381 5. StructureStudio/d*TREK Software Support The sole source determination is based on the fact that the Biochemistry and Biophysics Center (BCBPC) mission is to develop non-invasive imaging technologies for the benefit of biomedical applications. A current focus of the program is phase-contrast x-ray imaging. This is a new class of x-ray imaging techniques that holds the promise of substantially enriching the information content in radiography and CT. The x-ray facility is very sophisticated instrumentation it could not be maintained by the NIH in-house staff. By purchasing a maintenance contract with Rigaku Americas Corporation, NHLBI/NIH insures rapid access to parts and consumables and support by field engineers who are specifically experts on Rigaku Corporation's equipment. The compatibility of access to parts and expertise by Rigaku Corporation maximizes the value of the complex and expensive x-ray instrumentation already in place at NHLBI and satisfies the heavy experimental demands placed on the system. In order to maintain the instrumentation fully operational, it is necessary to have a maintenance agreement with a supplier that has immediate access to parts and supplies, in addition to the technological know-how. Therefore, it is in the best interest of the Government to purchase the extended service agreement from the manufacturer, The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 50 South Drive, Building 50-Room 2140, Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) code is 811219, and Size Standard $19.0 Million is applicable to this requirement. The Small Business set-aside does not apply. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4th 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by August 16th 2011 7:30 am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
