Description
Massachusetts Military Reservation Specific Environmental Services Action Contract: The U.S Army Corps of Engineers (USACE), New England District is issuing a Sources Sought Announcement for an Indefinite Delivery/Indefinite Quantity Environmental Services Contracts to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Woman-Owned and Small Business concerns. The NAICS code for the work described below is 562910 with a size standard of 500 people. Work will begin around April 2012 and extend over a 5 year period. The contract's capacity is anticipated to be $24,000,000. The location of the work to be performed under this contract shall primarily be specific to the Massachusetts Military Reservation, with potential for additional task orders throughout the North Atlantic Division footprint (excluding Europe). Interested firms must demonstrate ability to manage multiple simultaneous task orders at various geographic locations. The work involves performing long term groundwater monitoring (as well as other environmental media) and associated reporting (i.e., periodic data reports; five-year reviews), optimization of groundwater monitoring networks and procedures, operation and maintenance of groundwater treatment facilities and systems, and optimization of these treatment systems. Other incidental services may include running groundwater flow and transport models provided by the Government (e.g. Groundwater Vistas, GMS) to predict cleanup times for comparison against field data or to evaluate options for system well field optimization. Interested firms should submit a capabilities package to include business classification (i.e. 8(a), HUBZone, etc.), staff size, primary area of contractors expertise, resume of key personnel, and examples of projects illustrating the requirements stated above. Package should include experience with treating explosives and perchlorate contaminated groundwater along with any experience optimizing treatment systems and groundwater monitoring networks and identifying treatment system modifications to meet sustainability initiatives (i.e., carbon footprint reduction). Responses are required no later than August 26, 2011. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, Attn: Tina Krawczyk (Contracts Branch). Responses shall be limited to 25 pages. Firms interested shall provide the above documentation in one original form and one copy.
