- The following questions and answers are provided to help clarify the Statement of Work: Can you provide more information about the activity required in the three stages? From the description we cannot present a good proposal. The incumbent will work with USDA staff to review progress thus far on USDA's Water Conservation Goal, identify appropriate High Impact Targeted practices to explore in the context of the Goal, and identify appropriate measures to study the effectiveness of the identified HIT practices. The incumbent will produce a final report documenting this exercise and the developed measures for USDA and OMB. Are the USDA staff we need to meet with to develop a plan to augment the on-going pilot-test in the WO office? All coordinating staff are in the Washington office. USDA staff in various states could be contacted for data or informational requests by phone or email. Please provide some information about the on-going pilot test. Are the 2 to 3 pilot watershed and 3 to 5 candidate HIT practices already part of the on-going pilot-test? Specific sites and HIT practices are not finalized. Per stage 1 of the RFP: "Included in this stage is the selection of 2 to 3 pilot watersheds, and 3 to 5 candidate HIT Practices." For over a year-and-a-half, an interagency team composed of representatives from the Natural Resources Conservation Service, Farm Service Agency, and Forest Service has spearheaded implementing high impact targeted (HIT) practices in priority watersheds. To date, HIT practices have been applied to approximately 5,000,000 acres in priority watersheds. USDA is on track to meet its goal of implementing six million acres of practices by the end of fiscal year 2011. Attention is now turning toward developing a collective three-agency performance metric for water conservation.
