Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of National Oceanic Atmospheric Administration, Great Lakes Environmental Research Laboratory located in Ann Arbor, Michigan intends to procure quantity of 1 ACOUSTIC DOPPLER CURRENT PROFILER (ADCP) per the specifications listed below and must be adhered to in order to meet the requirements of this procurement. The instrument must be a 3 beam Vertical ADCP (Acoustic Doppler Current Profiler). It should have an acoustic frequency of 600 KHz. It should be optimized for profiling currents in open channels. System frequency 2400 kHz Number of cells 3-150 Min. cell size 3cm Max. cell size 20cm Blanking distance 3cm Velocity range ±5 m/s default, ±20 m/s maximum Accuracy ±0.05%, ±0.2cm/s Resolution 0.1cm/sec Max. data output rate 1Hz Flow measurement 2-5% It must have a self contained battery pack and be capable of storing data internally and communicating data via RS-232 to an external telemetry package. The system must be easily man transportable and deployable in remote areas with poor infrastructures, and should not require a boat or floating structure to take measurements (Bottom mountable). The system must be configured to be directly useful for open channel and river/stream discharge measurements. These specifications and characteristics are required for this instrument to perform discharge measurements in small channels and streams, possibly in remote areas. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 334516 with a small business size standard of 500 employees. All quotes must be FOB destination Ann Arbor, MI 48108. The government intends to issue a firm fixed price contract, with delivery date no later than 30 days after award. All interested parties must respond to this announcement by 10:00 a.m. August 18, 2011. This is a simplified acquisition. Offers that meet the required specifications will be evaluated on past performance and best value to the government.
