- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Laboratory of Translational Genomics (LTG), plans to procure matched pairs of normal human pancreatic tissue and either normal human spleen or duodenum tissue from the same patient. This acquisition will be conducted under the procedures for simplified acquisitions as authorized in FAR Part 13. The North American Industry Classification System code is 325413 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price, indefinite delivery indefinite quantity (IDIQ) type contract. The Period of Performance shall be for twelve (12) months with one (1) option period of twelve (12) months. During the base period, the contractor shall deliver a minimum of 20 and a maximum of 40 matched pairs of fresh frozen human pancreatic tissue, and normal tissue from either the spleen or duodenum from the same patient. During the option period, the contractor shall deliver a minimum of 40 and a maximum of 200 matched pairs of fresh frozen human pancreatic tissue, and normal tissue from either the spleen or duodenum from the same patient. The Laboratory of Translational Genomics (LTG) is developing new approaches to the study of the genetic basis of cancer and its outcomes by investigating the genetic basis of strong association signals identified in candidate gene association studies, loci identified by linkage analyses in high-risk families, or genome-wide association studies (GWAS), particularly the loci identified by the ongoing Cancer Genetic Markers of Susceptibility (CGEMS) program. The CGEMS program involves GWAS of several major cancers such as pancreas, prostate, bladder, breast, and lung cancer. The studies that follow will address the functionality of the at-risk variants. The goal of functional studies is to determine the mechanisms of gene function and how they are perturbed in disease. One of the approaches involves a genome wide expression analysis of normal tissues to develop a comprehensive catalogue of gene expression in normal tissue. To conduct this study, the LTG requires fresh frozen normal human pancreatic tissue samples from individuals of European ancestry. In addition, the LTG requires a piece of either normal spleen or normal duodenum tissue from the same patient. Each matched tissue pair shall be from a unique individual with an exclusive case number, sample ID number, and pathology report. All tissues shall be procured from surgeries and snap frozen within 30 minutes of surgery (arterial ligation) to preserve top quality. Contractors must be able to meet the government's requirement within the period of performance. The contractor shall identify the types and quantities of tissue pairs currently available.
