Description
The Department of Homeland Security (DHS), United States Secret Service (USSS) is seeking sources to provide technical and engineering services for Dry Filter Units (DFU) currently deployed at various sites in the National Capital Region (NCR). In addition, the contractor would be required to travel on an as-yet-undetermined basis to various sites within the Continental United States (CONUS) including Alaska and Hawaii with 72-hour notice and be required to deliver, set up, provide sample collection, and remove DFUs at these designated locales. Samples must be transported to the designed laboratory in a period of no more than 24 hours unless extenuating circumstances exist and are discussed and agreed upon with the appropriate USSS authority. The USSS does not contemplate any contractor Out of the Continental United States (OCONUS) travel. However, the Contractor will be required to provide support for OCONUS travel by delivering the required DFUs, support equipment and supplies to designated sites within the NCR as directed by the USSS for use by USSS personnel. Contractor will be required to collect samples at the various NCR sites on a schedule provided by USSS personnel and deliver them to a USSS approved laboratory for analysis. Contractor will be required to provide 24 hours a day, 7 days a week, laboratory support to analyze collected samples for various airborne biologics and toxins for the NCR samples as well as CONUS and OCONUS samples. Contractor will be required to service and maintain specific DFUs and have the capability to modify the units as required by cognizant USSS personnel for use as directed by USSS. Therefore, proven technical ability will be necessary with DFUs used by the United States Government, as well as by state and local governments. Contractor will be required to perform site surveys at identified CONUS venue sites. This would include the ability to assess the number of sampling units, types, and all support equipment needed to support such an event. It is expected that the Contractor has previous experience and ability performing such site surveys. Successful contractor will be required to have a Secret facility clearance for all identified contractor facilities, including laboratory support, as well as appropriately cleared personnel.
