- U - Education and Training Solicitation Number: A11PS01203 Notice Type: Special Notice Synopsis: This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to award a sole source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to CONSORTIUM ON READING EXCELLENCE, INC (CORE). 2560 9th St Ste 220, Berkeley, CA 94710-2565. This purchase is to include professional services for improvements to the math and literacy programs at Chemawa Indian School. Core Math Professional Services: The Core Math Academy increases mathematical content understanding and best practices for helping students become mathematically proficient and meet important summative outcomes. Based on the current research and findings from the National Mathematics Advisory Panel, the National Research Council, and other prominent mathematics researchers, the CORE Math Academy focuses on the critical topics that pose challenges for many students, particularly those who are behind in mathematics achievement. CORE's program planning workshop is designed to prepare teachers for coherent and effective instruction by focusing on the connections between objectives, assessments, and key math topics for nine or more weeks of instruction.CORE's intensive lesson study leads educators to systematically analyze their teaching practice in order to understand what aspects best influence learning. Teachers and other educators work in small groups to plan, observe, critique, and revise a lesson. This workshop initiates an ongoing process that is continued through site implementation.CORE includes on-site job-embedded support to ensure practitioners are implementing their math instruction well and using the knowledge gained during Math Academy sessions. The focus of site-based work includes refining lessons, improving the use of the selected math curriculum, and reviewing concepts learned in the Math Academy, as well as analyzing student data.CORE consultants will facilitate review and alignment of the core curriculum for each grade and course with national, state, or local standards and will assist with robust implementation of the school's selected math curriculum. CORE will also include: Data Analysis/Needs Assessment, Mentoring and Coaching, Materials Review and selection, Organization and Scheduling, Program Practice, Math Concept Review, Leadership and Coach Capacity Building, and Grade/Course PLC. CORE Literacy Professional Development: CORE will combine small group training on key topics: Phonics, multisyllabic words, fluency, vocabulary, and comprehension, using the Teaching Reading Sourcebook, with English, special ED and reading teachers. Science and History teachers will have some focused work on vocabulary and comprehension using the Teaching Reading Sourcebook. Literacy Plan Development and Analysis of Need Response to Intervention/Instruction Executive Coaching Mentored Practice for Coaches Work with Classroom Teachers Assessment Support Implementation of Scientifically Based Instructional Materials Email and Phone Support This notice of intent is not a request for competitive proposals, however, all responses received within 5 calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 calendar days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to Consortium On Reading Excellence, INC. Responses must be recieved by 2:00pm Eastern Time on August 17, 2011. The NAICS Code is 611710. There is no solicitation package available.
