Description
Sources Sought Synopsis: This is a Small Business Sources Sought notice. The 413th Contracting Support Brigade, Regional Contracting Office, Hawaii, is performing market research for a new service type firm fixed price contract. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) The availability and capability of qualified small business sources; (2) Whether they are a small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; (3) Their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. NAICS: 811213 Small Business Size Standard: $25.0 Million per annum. Requirement: 1.1 The contractor shall provide labor, equipment, parts, materials and transportation necessary for Information Technology (IT) integration, Operations and Maintenance (O&M), travel, and technical assistance required by the United States Army Pacific (USARPAC) in support of the Mobile Transport Systems (MTS) Support. This effort shall provide support for USARPAC programs and activities specific to support for Mobile Transport and its theater coalition requirements. 1.2 The mobile transport systems is the primary network capability in support of the USARPAC Commanding Generals on the move and at the quick-halt Command and Control (C2) capabilities. USARPAC's Mobile Transport Systems currently consists of the Mobile Command and Control Vehicle (MC2V), the Mobile Command and Control Vehicle - Tactical (MC2V-T), and the T-1 lines to the Fort Shafter Point of Presence. Also included is the Commanding Generals Mobile Communications Devices and Mobile Transport Systems equipment currently located in Hawaii, Alaska, and Japan. On the Move C2 is an integral part of the Commanding Generals theater engagement priorities for operational execution and information sharing with host nations within the US Pacific Command (PACOM) Area of Operational Responsibility (AOR). 4.1 TASKINGS. 4.1.1 The technical and management tasking to be performed by the contractor shall include: 1.O & M of Mobile Communications Devices 2.O & M of the Mobile Transport System 3.VoIP and VoSIP communications management for all USARPAC Mobile Transport Systems. 4.Provide Subject Matter Expert on Mobile Communication Devices (MCDs) a.Tech Support b.Analysis c.Assessment 5.Provide MTS training 6.On site development support for MCDs within USARPAC 7.On site development for USARPAC MTS architectures. 8.Ensure MTS integration with the Enterprise CENTRIXS environment 9.Ensure MTS integration with USARPAC's classified and unclassified networks, streaming video, VoIP and VoSIP, and ISDN capabilities. 4.1.2 The Contractor shall provide on-site systems engineering and technical support necessary to ensure full operational capability of mobile transport equipment and subsequent networks at selected USARPAC locations. The Contractor shall complete all projects assigned by government. Contractor shall notify the government if timeline schedule slips on projects assigned by more than two (2) business days. The contractor shall participate in the PM, O&M, advancement, and technology upgrading of mobile transport systems to include the Mobile Command and Control Vehicle (MC2V), the Mobile Command and Control Vehicle - Tactical (MC2V-T), and the Commanding Generals Mobile Communications Devices. The following tasks apply to this PWS: Technology insertion, Systems Integration and Systems Engineering, Software Engineering, Installation, Hardware, Test and Evaluation, Studies Analyses, Technical Data Management, Logistics Support, Training and Exercise Support, etc. 4.1.3 The contractor shall monitor and track project budget, schedule and performance. Verify that required procedural steps are completed in a timely manner. When 85% of ODC's are expended, written notification to the COR is required. Coordinate project activities with internal units. Recommend changes to integration plan in response to unforeseen changes or unexpected results. Obtain approvals to proposed changes in project scope, quality, budget, or schedule. Contractors shall review project records and prepare project archive documentation for future government use. Contractor shall provide IT integration services and coordinate with IT personnel and IT management services at the government sites as necessary to complete task orders assigned. The task order may include training, planning, coordination, scheduling, performance monitoring of equipment, and reviewing program execution actions in support of government activity. Meet with G-6, Lead IT integration manager and customers as required to provide updates on project details, goals and processes. Attend scheduled meetings or hearings to gather input, explain project issues, meet procedural requirements, or gain cooperation. 4.1.4 Before undertaking of any travel off the island of Oahu in connection with this requirement, the contractor shall obtain USARPAC Program Manager approval for said travel via submission of a formal "Request for Authorization to Travel." The travel request shall contain the traveler(s) name(s), dates of travel, place(s), duration and purpose. At the conclusion of each long distance trip, the contractor shall provide the Government with a trip report not later than ten (10) working days following the last day of travel. As a minimum, the trip report shall include: authority for travel; date(s) and place(s) visited; composition of party by name and office; purpose of trip; pertinent facts and discussions; action(s) recommended as appropriate; and coordination. Copies of accepted trip report format will be provided to contractor prior to travel. 4.1.5 The contractor shall provide the Government a Monthly Status report detailing the previous month's activities and progress towards achieving the goals and objectives associated with the MTS. This report shall be delivered to the Government not later than ten (10) working days following the month for which the report covers. Goals and objectives will be mutually agreed upon within 30 calendar days after contract award. 4.1.6 The contractor shall provide mobile transport systems technical briefing and meeting support to include construction of graphics and briefing materials for use and/or presentation at designated conferences, meetings, seminars and working groups as outlined by the government. The contractor shall provide technical assistance to certain USARPAC unclassified and classified programs/projects in support of this task. Frequency of briefing and meetings is dependent upon mission. 4.1.7 The contractor shall coordinate and schedule technical and system demonstrations for the USARPAC as outlined by the government. The contractor shall attend programmatic and technical meetings as required. The contractor shall provide conference and meeting minutes, action items, and reports to the Government not later than ten (10) working days following the event. 4.1.8 The contractor shall provide technical assistance for the propagation of technology to other national and international environments/locations in support of the USARPAC. This task includes supporting system capability demonstrations, evaluations, and exercise support. 4.1.9 The contractor personnel assigned to this contract shall be fully employed on this contract alone and cannot be tied or associated with any other contract which the contractor has with the Government. 4.2 SECURITY CLEARANCE REQUIREMENTS. All personnel performing duties under this contract shall possess as a minimum, a "Secret" clearance. Contractors shall meet clearance requirements at time of contract award. Anticipated Period of Performance: 9/30/11 - 9/29/12 with one (1) one-year option period from 9/30/12 - 9/29/13. Capability Statement/Information Sought: Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 3 single-sided pages (including all attachments, resumes, charts, etc.), presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described in the attached PWS. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement, as well as the eligible small business concern's name, point of contact, address and DUNS number. Information Submission Instructions: All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Ryan Lee, Contract Specialist at: ryan.g.lee@us.army.mil in MS Word, WordPerfect or Adobe Portable Document Format (PDF) by Wednesday, August 17, 2011, 11:00 AM HST. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED.
