- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. NO SOLICITAION WILL BE ISSUED AGAINST THIS SYNOPSIS The purpose of this Modification 66 is to deobligate those funds associated with the American Recovery and Reinvestment Act (ARRA) which are no longer required on this contract. The total amount of ARRA funds deobligated is $41,460.05. The deobligation is set forth below. The funding for work assignment is a close approximation of the total funding: Work Assignment 2-201 has a period of performance that ran from July 29, 2009 through September 30, 2010. Under this work assignment, the contractor supports EPA in providing ways to increase information sharing and improve collaboration between EPA Regions, EPA Headquarters and the Indian Health Service (IHS) working on Clean Water Indian Set Aside (CWISA) projects using ARRA funds. In particular Amendment 4 supports the preparation for, participation in, and note taking of ARRA tribal set aside conference calls in support of post-meeting activities. Funding was $92,729.00 and is reduced to $67,583. Work Assignment 2-202 had a period of performance that ran from November 5, 2009 through September 30, 2010. Under WA 2-202, the contractor supported EPA in providing needed technical and engineering support to EPA Region III in its oversight of the District of Columbia in order to ensure successful implementation of the ARRA requirements and achievement of the ARRA deadline that projects are under contract or construction on or before February 17, 2010. Funding was $30,000.00 and is reduced to $68,656. Work Assignment 2-203 had a period of performance that ran from May 20, 2010 through September 30, 2010. Under WA 2-203, the contractor supported EPA's assistance to Iowa and Kansas in its oversight of ARRA grant projects in order to ensure successful implementation of the ARRA requirements by conducting site visits for water projects (clean water and drinking water) in Iowa and in Kansas. Work Assignment 2-203 was funded to $98,524.00 and is reduced to $97.599. Work Assignment 3-201 had a period of performance that ran from October 1, 2010 through March 31, 2011. Under WA 3-201 of Contract EP-C-05-046, the contractor supported EPA in providing ways to increase information sharing and improve collaboration between EPA Regions and headquarters and IHS working on Clean Water Indian Set Aside (CWISA) projects using ARRA funds. The purpose of this work assignment is: to continue supporting the update to the CWISA guidelines documents, to support a meeting at EPA Region 8 offices, and to develop outreach materials. WA 3-201 was funded to $51,000 and is reduced to $29,343. Work Assignment 3-202 had a period of performance that ran from October 1, 2010 through March 31, 2011. Under WA 3-202 of Contract EP-C-05-046 the contractor provided needed technical and engineering support to EPA Region III in its oversight of DC in order to ensure successful implementation of the ARRA requirements for ARRA-funded DDOE CW projects. WA 3-202 was funded to $30,000 and is reduced to $25,837. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Water (OW) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OW contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OW contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
