Description
The Naval Sea Systems Command (NAVSEA) intends to award a sole source bridge follow-on contract to Lockheed Martin, 6801 Rockledge Dr. Bethesda MD 20817-1803. The proposed contract action will provide for a twelve month period (January 2012 to January 2013) for the operation of the MK48 Heavyweight Torpedo IMA at NUWC Keyport Detachment, Pacific in Pearl Harbor, Hawaii. This Cost Plus Award Fee contract will include operation of the MK 48 Heavyweight Torpedo Intermediate Maintenance Activity (IMA) at NUWC Keyport Detachment, Pacific in Pearl Harbor, Hawaii. The contractor will be required to staff and maintain the IMA facility at Pearl Harbor and perform maintenance action on about 300 MK48 MOD 6/7 ADCAP torpedoes and perform approximately 25 torpedo turnarounds per month. The maintenance actions for this contract are considered non-severable. Additionally, the contractor will be required to provide all IMA infrastructure support such as maintenance of technical procedures, Quality Assurance, 4T support, inventory management, configuration management, training, audit support, and ordnance handling. This contract will bridge a gap that will be created between the end of the current Seaport-e Task order (N00178-04-D-4079-EH03) and the competitive award of a follow-on Seaport-e task order that will fulfill this requirement. NAVSEA anticipates issuance of solicitation number N00024-11-R-6283 in August 2011 and contract award in January 2012. Pursuant to FAR paragraph 6.302-1 subparagraph (a)(2)(iii)(B), it is likely that award to any other source would result in the Government experiencing unacceptable delays in fulfilling its torpedo maintenance requirements. Lockheed Martin is the only available source that can perform this level of specialized undersea weapons maintenance to preclude incurring unacceptable delays. Lockheed Martin has the technical knowledge and trained workforce, and is the experienced producer of MK48 MOD 6 and 7 ADCAP torpedoes.
