- The U.S. Army Contracting Command-Picatinny, Picatinny Arsenal, NJ 07806-5000, on behalf ofPM Soldier Weapons, intends to solicit, negotiate and award a sole source contract to Kongsberg Defence & Aerospace (KDA) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B) for Field Service Engineer (FSE) Support for Kongsberg Defence and Aerospaces Remote Weapon Stations (RWS). The anticipated effort will be a new firm fixed priced contract for the services of FSEs from KDA to supplement current Government Field Service Representatives (FSRs) CONUS. The FSEs are to perform installation, checks, and services on US Special Operations Command (USSOCOM) owned Remote Weapon Stations. USSOCOM has identified a need for at most twenty-five (25) personnel for a period of performance of at most one (1) man year per individual. The period of performance for this contract is two (2) years starting 4QFY11. The acquisition of FSE support for the RWS from sources other than Kongsberg Defense and Aerospace will not meet the immediate fielding support requirements and schedule. It is likely that award to any other source would result in unacceptable delays in meeting USSOCOM fielding schedules. Additionally, the existence of limited Government rights to Kongsberg proprietary software and hardware also make these services available from only this one (1) source. The Remote Weapon Stations provided by KDA are proprietary systems, in which, KDA has unique hardware, software, and interface knowledge that no other third party contractor possesses. The use of a third party contractor without this essential knowledge may result in improper application of installation, operation, training and maintenance procedures, which increases the potential for degraded operation, as well as, safety implications for equipment and personnel. Please note this notice does not constitute a Request For Proposal (RFP). A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is the 23rd of September 2011.
