- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research (DART), Cincinnati, OH hereby announces its intent to issue a purchase order to Oregon State University, to develop statistical modeling strategies and software elements for Bayesian decision models in occupational hygiene and exposure assessment. The purpose of this acquisition is to extend a conceptual computationally-efficient robust Bayesian framework previously developed to include specific statistical modeling strategies, specific R language software elements, develop a prototypical graphical user interface (GUI), develop a GUI for defined important use scenarios, and create a CRAN-submittable package for the final R software products. The purpose of the computational system is to combine multiple types of information (subjective prior distributions from expert exposure assessment judgment, exposure models, and exposure estimation methods) within a data interpretation, analysis, and decision-support system specifically for the small sample (n=3-20 objective exposure measurements) occupational exposure compliance problem. The work to be accomplished is to extend a conceptual robust Bayesian framework previously developed to include specific statistical modeling strategies, specific R language software elements, develop a prototypical graphical user interface (GUI), develop a GUI for defined important use scenarios, and create a CRAN-submittable package for the final R software products. The purpose of the computational system is to combine multiple types of information (subjective prior distributions from expert exposure assessment judgment, exposure models, and exposure estimation methods) within a data interpretation, analysis, and decision-support system specifically for the small sample (n=3-20 objective exposure measurements) occupational exposure compliance problem. The open architecture R package system to be extended was designed to include an extensible library of objects, functions, and classes to accommodate specific decision models. These objects, functions, and classes provide basic support for (1) Markov-Chain Monte Carlo sampling with an interface to Gibbs samplers; (2) abstract model classes; (3) data management strategies for commonly used constants or data sources; and (4) generalized interfaces for graphics. Specific Task 1: Develop exposure modeling strategies Specific Task 2: Finalize R software elements implementing strategies developed in Task 1 Specific Task 3: For specified modeling tasks(s) develop graphical user interface (GUI) For modeling task(s) specified by CDC/NIOSH, develop prototype graphical user interface (GUI) within R. At the completion of Specific Task 3, CDC/NIOSH personnel will determine whether to pursue an R GUI or a Windows-based GUI. Based on this decision, the Contractor will be directed CDC/NIOSH personnel to perform either Specific Task 4a or Specific Task 4b but not both. Specific Task 4a Create R GUI Specific Task 4b Create Windows GUI Specific Task 5 Create R package Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement, in the format they choose, not to exceed 10 pages. The Government will review any/all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be held with Oregon State University, Corvallis, OR, as the only source and a purchase order will be issued without any additional notices being posted.
