- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation # E11PX11509 is issued as a request for quotation (RFQ). The solicitation document incorporates provisions and clauses are those of effect through Federal Acquisition Circular Section 8002 of Public Law 103-355. NAICS code is 238220. This is for Services. The following line items must be addressed as well as three (3) references for work performed in the last five (5) years of a comperable level of work and in the range below $100,000. Annual Tech Support - 1 year = _________________ Based on FAR PART 5: exercising an option will depend on available funds; the requirement covered by the option fulfills an existing Government need; exercising of the option is the most advantageous method of fulfilling the Government's need, price and other factors, and the contractor is not listed on the Excluded Parties List System (EPLS). SCOPE OF WORK - ICONICS UPGRADE AND ANNUAL TECHINCAL SUPPORT FOR HEADQUARTERS HVAC SYSTEM, MESA VERDE NATIONAL PARK, Colorado INTRODUCTION The scope of this project is to provide and for a BacNet OPC (Version 9) control systems, scheduler and web based HMI that operates the hydronic Heating, Air Conditioning and Ventilation (HVAC) system for the Headquarters Area for Mesa Verde National Park, for a five year (renewable based on available funds) period. Basic annual services for the contract include: "Telephone Technical support through the contractor or from ICONICs (or both) for the ICONICS GENSIS32 systems, including software upgrades when they become available. "Technical on-site repair and troubleshooting services for the Headquarters Building, Museum, Central Heating/Cooling Plant, Chief Rangers Office."Travel to the park for two visits for the servicing of the existing controls systems each year. "Year one of the contract shall include the expansion of the existing ICONICS GENSIS32/BacNet OPC (Version 9) control system, scheduler and web based HMI to increase the control point capability of the system from 1500 to 5000 to allow for the addition of new building controls for the Headquarters Area Library and the new Visitor's and Research Center (VRC) being constructed at the park entrance."Year two will include the items above."Years Three through Five shall include the overall technical support for the entire HVAC system, including the additional two new buildings. If final prices for the annual maintenance contract exceed those proposed in this solicitation, they may be adjusted through reasonable negotiations on a year -by-year basis, depending on the scope and complexities the new buildings may bring. Repairs to mechanical equipment such as pumps, fans, motors, piping, ducting, or any other non-control devices shall be performed by park maintenance crews. Replacement parts (excluding ICONICS software) needed for the systems shall be purchased by the NPS, either through the contractor or by other sources. A cost proposal is required of all proposers. The contract will be awarded by the best price. BACKGROUND INFORMATION Mesa Verde National Park is located in Southwestern Colorado, 9 miles east of Cortez, CO, on Hwy. 160. This project is located 20 miles south of the park entrance. Constructed in 2004, this HVAC system is the central heating and cooling system for the park's main Museum, Headquarters Offices and Chief Rangers Offices on Chapin Mesa. The system is hydronic, with a heating and cooling plant located separately from the buildings. The buildings are connected together with underground glycol piping, and each has their own independent control systems. The buildings are heated and cooled by a four pipe series of 40 Fan Coil Units controlled by Johnson Control Unitary Controllers (UNT). Each building has an independent Johnson Control M-30 Supervisory controller that communicates Via IP BacNet OPC to the ICONICS control system. All circulation and loop pumps are also controlled by Johnson Control UNT devices. Chillers, boilers, cooling towers, Variable Frequency drives, and free cooling systems inside the heating and cooling plant are controlled through a series of Johnson Controls M-30 and DX91OO controls. The ICONICS front-end controller resides in a server which is accessed remotely through a Unites States Department of Interior (DOI) Internet Connection, which allows full control and programming to the remote user at any location in the United States. Remote users are required to pass federal background checks and training before accessing the server. Private computers are NOT allowed to be connected to the DOI network for any reason. When the system was constructed, it was made expandable, to include the addition of the park's Headquarters Library, which will be added starting in August 2011. The controls for this addition will be incorporated into this ICONICS front end system. In 2010, construction of a new visitor center (VRC) at the park's entrance began whose building automation system (BAS) will be programmed into and control also by this ICONICS system. This contract does not include the programming and commissioning of these two additions, however, technicians of these projects may need ICONICS technical assistance during the projects to assure proper connectivity and function. It is NOT the intent to have the winner of this contract perform the installation or commission these two facilities. Once the two buildings are fully functional, years three through five of this contract shall include annual ICONICS technical support and onsite technical assistance of these facilities. GENERAL REQUIREMENTS The procedures/activities performed by the contractor within this project will include the following: 1)All software, expansion packages, service agreements and installations for the ICONICS systems shall have permanent licenses, warrantees and shall be installed by certified ICONICS personnel. All software shall remain property of the park after installation.2)Technicians shall be fully knowledgeable in advanced HVAC systems and shall have any professional clearances to repair and maintain the systems. Systems include (but not limited to) those manufactured by Johnson controls, Honeywell, Baldor and RIB.3)Travel, lodging and travel expenses shall be borne by the contractor as part of the project. 4)Background investigations for remote users of the ICONICS system server employed by the contractor. Specific information will be given to the contractor who is selected, but will include being fingerprinted, having a Federal background check, and a two hour training before remote access is granted.5)Remote programming and trouble shooting for the ICONICS server via internet.6)Proper tools and testing equipment needed for HVAC control repair. SPECIFIC TASKS FOR CONTRACTED SERVICES Specifically, the items of this contract include: BASE YEAR: 1)The purchasing and providing to the park, the following software and brokering services from ICONICS. 2)On site removal of the existing ICONICS control software and installing the above software (Version 9.2).3)Installation of a 5000 point expansion package.4)Assuring all new software packages are loaded correctly and functioning correctly.5)Time and Travel expenses for items 2 through 5. 6)Telephone or remote technical support for the ICONICS control system for a period of one year which must include the support for normal operations and also, assistance for installing new components to the system.7)Providing ICONICS warrantee work if necessary.8)36 Hours of on-site technical labor for trouble shooting and repairs for the existing HVAC system.9)Travel and per diem expenses to and from Mesa Verde for 2 site visits. a.Technical assistance shall include working on Johnson Control supervisory control devises, Unitary Controllers (UNT), Variable frequency drives, chiller controls, boiler controls and a wide array of sensors and transmitters. Travel time may not be charged to the 32 service hour time, and should be calculated in the travel to and from Mesa Verde. OPTION YEAR # 1: 1)Telephone or remote technical support for the ICONICS control system for a period of one year which must include the support for normal operations and also, assistance for installing new components to the system.2)Providing and installing current upgrades to the ICONICS GENSIS32 systems as available.3)Providing ICONICS warrantee work if necessary.4)36 Hours of on-site technical labor for trouble shooting and repairs for the existing HVAC system, including travel and per diem expenses to and from Mesa Verde for 2 site visits. a.Technical assistance shall include working on Johnson Control supervisory control devises, Unitary Controllers (UNT), Variable frequency drives, chiller controls, boiler controls and a wide array of sensors and transmitters. Travel time may not be charged to the 32 service hour time, and should be calculated in the travel to and from Mesa Verde. OPTION YEARS # 2, 3 & 4: 1)Telephone or remote technical support for the ICONICS control system for a period of one year which must include the support for normal operations and also, assistance for installing new components to the system.2)Providing and installing current upgrades to the ICONICS GENSIS32 systems as available.3)Providing ICONICS warrantee work if necessary.4)40 Hours of on-site technical labor for trouble shooting and repairs for the existing HVAC system, Headquarters Library and the VRC, including travel and per diem expenses to and from Mesa Verde for 2 site visits. a.Technical assistance shall include working on the existing Headquarters HVAC systems described above, plus the Headquarters Library and the new VRC. The additional scope includes Honeywell (Tridium Jace) Controllers, Honeywell Spyder Controllers, Variable frequency drives, Heat pump controls, Fan Coil Units, Variable Frequency Drives, Humidifiers, Energy Recovery Ventilators, Radiant In-Floor Zones, Radiant Chilled Beams, controls, and a wide array of sensors and transmitters and control devises, through BACNET Networks. Travel time may not be charged to the 40 service hour time, and should be calculated in the travel to and from Mesa Verde.i.The Headquarters Library devises include one Honeywell (Tridium Jace) Controller, and approximately 6 Honeywell Spyder Controllers. ii.The VRC will include one Honeywell (Tridium Jace) Controller, 31 Honeywell Spyder Controllers. PROJECT MANAGEMENT AND STAFFING The Contractor shall designate a Project Manager for this work effort. The Contractor Project Manager shall be responsible for technical oversight of the work, preparation of invoices, monitoring of budgets and schedules, and maintaining timely and appropriate communication with the NPS Project Manager. The Contractor Project Manager shall be supported by professional and skilled technicians with experience in performing tasks/activities for the project as specified in this SOW. The Contractor shall provide the names and positions of assigned staff, and names of subcontractors, if requested by the NPS, that shall be employed on the project in their scope of services. Additionally, the Contractor's proposal shall designate field and support staff for this project. PERIOD OF PERFORMANCE AND SCHEDULE The installation of the new software and expansion packages shall be planned and executed as soon as practically possible after the contract award. Telephone and remote assistance shall be available during working hours Monday through Friday. Two on-site trouble shooting/repair trips shall be scheduled 60 days in advance within the one year duration of the contract. For on-site installations, the contractor may have access to the ICONICS server without the DOI computer access permissions if accompanied by park personnel. QUALITY ASSURANCE In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with the requirements of this section and related sections may result in suspension of work. QUALIFICATIONS OF EMPLOYEES Ensure that employees are physically qualified to perform their assigned duties in a safe manner.1)Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.2)Operators of vehicles, mobile equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment. ACCIDENT REPORTING Reportable accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Notify Park Representative immediately in the event of a reportable accident. Within 7 days of a reportable accident, fill out and forward to the Park Representative a DI-134 form, which may be obtained from Park Representative. All Other Accidents: The Contractor shall report all other accidents to the Park Representative as soon as possible and assist the Park Representative and other officials as required in the investigation of the accident. ACCIDENT PREVENTION FIRST AID FACILITIES Provided by the park. PERSONNEL PROTECTIVE EQUIPMENT 1)Meet requirements of OSHA, NIOSH and MSHA.2)Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.3)Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation. SANITARY FACILITIES Use public facilities EMERGENCY INSTRUCTIONS The on-site technician will be provided with procedures to contact the proper park personnel in case of emergencies or injuries. TEMPORARY SERVICES ELECTRICITY AND LIGHTING 1)There is electrical service available near the project site. 2)Temporary Electrical: Temporary electrical work (if necessary) shall meet requirements of NFPA 70-1996 (NEC), Article 305. TELEPHONE 1)Telephone service is available on site for Contractor's use. Cell phone coverage is low. WATER 1)Water is available on site for Contractor's use BARRIERS PROTECTION OF PUBLIC 1)Adequately barricade and post as required in public areas if needed. TEMPORARY CONTROLS HOUSEKEEPING 1)Keep project neat, orderly, and in a safe condition at all times.2)Do not shut off or activate equipment without notifying the NPS project manager. PROJECT CLOSEOUT-CLEANING Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces that are damaged due to work of this contract to original condition. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces. Pick up all construction debris from the site. At time of final inspection, project shall be thoroughly clean. COSTS The Contractor shall submit detailed cost estimates for each task that provides estimated labor, travel, subcontracting and other direct costs associated with performing the various tasks that comprise the project. The costs presented in the cost estimates are based on available site information as provided by the NPS. The following clauses are incorporated in this synopsis/solicitation: 52.212-1
