- Description
- Provide all labor, supervision, equipment and material to provide longline vessel with the equipment listed in the statement of work, for work in the southern Gulf of Mexico an Atlantic Ocean near the Florida Keys. Period of Performance to be September 1, 2011, or date of award, whichever is later, thru July 31, 2012. Vessel charter shall be in accord with the Statement of Work and NOAA Charter Vessel Policy. The charter shall include accommodations and food for the crew and one NOAA Fisheries biologist. Vessel shall have an overall length between 30 and 60 feet in length; bottom longline vessel outfitted with sufficient equipment and engine capacity to handle transit to research areas and deployment and retrieval of 200 hook longline and catch. The contractor(s) must have no violations (past or current) related to highly migratory species on record with the Coast Guard or NMFS Office of Law Enforcement and posses current U.S. Coast Guard Commercial Fishing Vessel Safety Decal and NMFS Commercial Shark Fishing permit. The contractor(s) must have participated cooperatively in the past with the NMFS Panama City Laboratory Shark Bottom Longline Observer Program and Shark Research Fishery. Vessel crew, including USCG licensed captain (with working knowledge of English), experienced and with in-depth knowledge of migratory and habitat-use patterns of scalloped hammerhead sharks in the research area. Vessel shall be fully founded as outlined in the Statement of Work. The proposed contract is 100% set aside for small business concerns. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is V224 and NAICS Code is 483114, small business size standard is 500 employees. No Defense Priorities and Allocations System (DPAS) rating assigned.
